Project Engineer

Role Overview

This position oversees project management responsibilities across the Qatar In-Service Typhoon Availability Service Operating at Dukhan Airbase, Qatar, acting as CAM133. The role entails managing project activities within defined technical delivery areas to ensure adherence to essential project management principles.

Key Duties

• Collect, integrate, and analyze performance data related to costs, resources, and deliverables.
• Generate, monitor, and communicate progress through reports including internal contract reviews and customer-facing updates.
• Operate under the guidance of the Project Management Lead, following established governance frameworks.
• Support ad-hoc project management tasks necessitated by the operational environment at Dukhan Airbase.
• Provide project management assistance to various Dukhan delivery areas.
• Manage elements of the Dukhan Business Rhythm, including reviews of risk, opportunity, change, and expenditure within CAM133.
• Coordinate and facilitate operational performance review inputs for each delivery section.
• Act as the project management conscience ensuring compliance with governance and escalating issues appropriately.
• Serve as a constructive and trusted advisor, promoting project management standards and values.
• Contribute to compiling artifacts for senior management team business rhythm reviews, such as change requests.
• Champion continuous improvement efforts to optimize operational efficiency and reduce costs.
• Manage financial details for assigned areas feeding into Contract Status Reports.
• Oversee risks and opportunities concerning financials, quality, and scope within designated areas.
• Develop and maintain integrated schedules for non-recurring work elements.
• Measure and manage contract delivery, advising on compliance or deviations for both BAE Systems and Qatar Emiri Air Force (QEAF).
• Oversee coordination, control, and reporting of internal and contractual key performance indicators.
• Interface with junior QEAF officers regarding project delivery requirements.
• Handle manpower resource management from a project management viewpoint including planning and cost control.
• Support or participate in various reviews such as OPRs, QCRs, QBRs, risk and opportunity sessions, change control boards, business operations, and customer PRMs.
• Assist the Business Management Lead in managing resource aspects of the Typhoon Availability Service.

Compliance and Additional Tasks

• Ensure adherence to BAE Systems Governance Framework policies including Life Cycle Management, Business Continuity Management, Incident Management, Gifts & Hospitality, Document Record Management, Export Control, and Safety Health & Environment regulations.
• Conduct additional project management activities as demanded by operations at Dukhan Airbase.

Qualifications and Experience

• Significant practical experience or ongoing completion of a Level 6 Project Management degree.
• Strong project control knowledge and techniques, preferably in an operational aircraft support setting.
• Experience in resource demand management and forecasting.
• Proficient use of Microsoft Office applications.
• Experience with programme reporting and contract status reporting (CSRs).
• Understanding workplace requirements in customer-focused organizations, especially within the Middle East.
• Commercial and contract awareness including purchasing process and export control.
• Fluency in both written and spoken English is essential.

Preferred Skills

• Familiarity with JIRA and Confluence/Tableau platforms.
