Project Control Manager

Job Overview

The Project Controls Manager plays a critical role in establishing and overseeing the integrated planning, cost control, progress measurement, forecasting, and earned value management (EVM) systems for a complex project. This position ensures that project performance is continuously monitored against defined scope, schedule, budget, and contractual standards, offering timely and precise information to project leaders and the Client.

Key Responsibilities

• Lead the Project Controls team responsible for planning, scheduling, cost monitoring, progress tracking, forecasting, and performance reporting.
• Develop, update, and manage the Integrated Master Programme, including baseline and monitoring schedules.
• Set up and maintain Work Breakdown Structures (WBS), Cost Breakdown Structures (CBS), Organizational Breakdown Structures (OBS), and control account systems.
• Oversee the Earned Value Management system by tracking Planned Value (PV), Earned Value (EV), Actual Cost (AC), Cost Performance Index (CPI), Schedule Performance Index (SPI), performing variance analyses, and forecasting Estimate at Completion (EAC).
• Ensure alignment between programme schedules, cost plans, project scope, MIDP, deliverables, and payment structures.
• Define and apply progress measurement and earned value rules, coordinating closely with project management and technical/design teams.
• Monitor ongoing progress versus baseline plans to identify schedule and cost variances, emerging trends, and potential impacts.
• Compile and scrutinize monthly reports including dashboards, S-curves, histograms, critical path analyses, and other performance reports.
• Provide accurate time, cost, resource forecasts, and project completion estimations.
• Lead assessments related to schedule impacts, delays, changes, and time implications.
• Coordinate with Commercial, Risk, Planning, Design, and Project Management teams for integrated project controls approaches.
• Track the effects of variations, change orders, claims, risks, and opportunities on costs and schedules.
• Establish and manage effective change control and trend management procedures.
• Review contractors’ and consultants’ programmes to assess progress against contractual criteria, where applicable.
• Ensure project controls data integrity, accuracy, traceability, and conforming to contractual reporting standards.
• Deliver early warnings and proactive recommendations to management when deviations in cost, schedule, scope, or performance arise.
• Lead and mentor the Project Controls team by implementing robust procedures, systems, and workflows.
• Present project performance data and forecasts to the Project Director, Client, Enterprise Project Management Office (EPMO), and senior leadership.

Required Qualifications and Experience

• Bachelor’s degree in Engineering, Construction Management, Project Management, or a related field.
• At least 15 years of demonstrated project controls expertise, particularly handling large-scale or complex projects.
• Extensive proven background as a Project Controls Manager or Senior Project Controls Manager.
• Comprehensive and practical knowledge of Earned Value Management (EVM) techniques including PV, EV, AC, CPI, SPI, variance analyses, and Estimate at Completion (EAC).
• Proficiency in Primavera P6 and/or other recognized planning and scheduling software systems.
• Strong skills in cost management, budgeting, forecasting, and financial performance oversight.
• Experience in establishing and managing baseline schedules, monitoring progress, and preparing performance reports.
• Sound understanding of change control processes, risk management, delay analysis, and schedule impact assessments.
• Familiarity with multidisciplinary design and construction team environments.
• Deep knowledge of project governance frameworks, reporting protocols, and project control procedures.
• Advanced Microsoft Excel capabilities and experience with project controls dashboards and reporting tools.
• Excellent analytical, communication, coordination, and leadership capabilities.

Additional Information

Applicants must have prior experience in stadium projects or comparable sports venue developments combined with hands-on Earned Value Management (EVM) application. A minimum of 15 years of relevant project control experience, specifically managing controls in significant stadium or sports facility projects, is mandatory.
