Program Director

About the Role

Join Parsons Corporation as a Program Director in Jeddah, Saudi Arabia, where you will lead complex large-scale mixed-use programs valued up to $5 billion. This leadership position involves strategic oversight of project scope, scheduling, budgeting, risk management, quality control, and stakeholder engagement, ensuring alignment with Parsons' strategic goals and contractual obligations.

Key Responsibilities

• Lead and supervise all phases of major projects or programs to guarantee timely completion within or under budget while fulfilling contractual requirements.
• Serve as the primary company liaison with clients and key subcontractors during program execution, negotiating scope modifications and collaborating with Business Development to pursue additional client opportunities.
• Oversee the creation and implementation of essential project plans including the Project Execution Plan, Health and Safety Plan, and Quality Assurance/Quality Control Plan.
• Define and monitor program requirements across all project components, distributing responsibility matrices to clarify roles and subcontractor assignments.
• Manage business, technical, financial, and administrative activities of projects, delegating responsibilities strategically and contributing to staff performance and development assessments.
• Coordinate company resources across departments and subsidiaries to assemble effective project teams, communicating detailed qualification needs to managers and managing project space logistics.
• Collaborate with project leads to develop budgets, schedules, and comprehensive project plans, ensuring targets are met or exceeded.
• Implement corrective actions to handle cost overruns, delays, or substantial scope changes, keeping clients and management informed; maintain up-to-date change order documentation.
• Encourage technical and commercial excellence by applying quality assurance processes, providing management with progress updates and risk alerts, and establishing regular project review meetings.
• Fulfill additional duties as necessary to support the role’s responsibilities.

Required Qualifications and Experience

• Bachelor's degree in Architecture or Engineering.
• Minimum 25 years of relevant experience, including significant senior-level project and delivery management roles.
• Professional registration and compliance with Parsons’ project management certification requirements.

Preferred Skills and Attributes

• Proven leadership skills with excellent verbal and written communication abilities.
• Comprehensive understanding of industry standards, regulatory frameworks, and the effective application of current technology in project execution.
• Extensive technical and business knowledge with a background in managing giga projects, particularly excelling in design completion and operations management of personnel and facilities.
