Role Summary

The Program Director role involves leading a major, complex program that has significant local community impact. This leader is responsible for strategic oversight, governance, and successful delivery of large programs or portfolios, typically valued up to $5 billion. The position provides enterprise-wide management across aspects such as scope, schedule, cost, risk, quality, and stakeholder satisfaction, aligning closely with Parsons' strategic initiatives and contractual obligations. The Program Director serves as the senior client representative, directing multidisciplinary teams and ensuring consistent, high-quality outcomes across multiple projects.

Key Responsibilities

• Set up and continuously enhance program methodologies, processes, and tools to comply with organizational standards.
• Manage portfolio execution end-to-end, coordinating projects, dependencies, and senior stakeholder expectations.
• Develop key performance indicators and dashboards to monitor program health, financial forecasts, and benefits tracking.
• Identify and mitigate risks and issues at the program level, making decisions regarding scope, scheduling, and cost implications.
• Recruit, mentor, and lead project management teams to cultivate a high-performing culture emphasizing accountability and growth.
• Act as the primary representative for Parsons with clients and subcontractors, managing negotiations on scope, contracts, and commercial arrangements while proactively managing senior stakeholder relationships.
• Build and guide large, diverse teams of engineers, project directors, managers, designers, and technical staff across different locations to ensure delivery excellence and quality.
• Collaborate with business development teams to identify, pursue, and secure additional projects by leveraging successful program delivery and client relationships.

Required Qualifications and Experience

• At least 25 years of relevant experience including extensive supervisory and senior leadership roles.
• Proven track record directing large, complex programs or portfolios valued between $1 billion and $5 billion.
• Leadership experience managing sizable, multidisciplinary teams of engineers, project directors/managers, designers, and technical support personnel.
• Demonstrated expertise in client relations and project management at a senior program director level.
• Strong operational and financial management capabilities including reporting and forecasting.
• Seasoned personnel and team leadership skills.
• Comprehensive understanding of industry norms, regulations, and modern engineering and project management technologies.

Preferred Qualifications

• Exceptional verbal and written communication proficiency, capable of effective engagement with executives, clients, and board members.
• Advanced skills in commercial, contractual, and risk management.
