Job Overview
We are looking for a seasoned Program Director to take charge of a significant infrastructure construction supervision and Project Management Consultancy (PMCM) program based in Jeddah, Saudi Arabia. This senior role involves leading the entire programme to ensure its successful completion safely, on schedule, within budget, and meeting the quality benchmarks required.
Key Responsibilities
- Direct the overall execution and delivery of a large infrastructure supervision/PMCM project in Jeddah.
- Provide strategic leadership, governance, and guidance across all project functions.
- Serve as the principal representative for the consultant/PMCM team to guarantee alignment with client expectations, contract terms, and programme goals.
- Cultivate a high-performance culture among supervision and project management teams.
- Integrate various functions including design, construction, commercial, planning, health & safety, quality, and stakeholder coordination effectively.
- Act as the senior liaison with the client, government bodies, developers, contractors, consultants, and internal leadership, fostering trusted relationships.
- Lead senior-level meetings, executive reporting, issue resolution, and strategic decision-making activities.
- Oversee all construction supervision aspects ensuring contractor compliance with contracts, drawings, safety, and quality standards.
- Monitor site progress, identify critical challenges, and enforce corrective measures.
- Lead construction methodology, sequencing, logistics, interfaces, and manage programme constraints.
- Ensure comprehensive systems for inspections, approvals, non-conformance resolution, testing, commissioning, and handover are implemented.
- Manage programme controls such as scheduling, cost, risk, changes, reporting, and performance metrics.
- Validate progress reports and forecasts delivered to clients and senior leaders.
- Review contractor schedules, claims, extensions, and perform commercial evaluations.
- Collaborate with commercial and contracts teams to mitigate contractual risks safeguarding the client’s interests.
- Promote and uphold a strong health, safety, and wellbeing culture, ensuring compliance with local regulations and international standards.
- Oversee quality management systems adherence and ensure all supervision activities are well documented and auditable.
- Lead and mentor a multidisciplinary team including engineers, project managers, planners, commercial, HSE, and quality managers, ensuring clear roles and accountability.
- Manage team performance, resource allocation, succession planning, and professional growth, supporting local talent development where relevant.
Qualifications and Experience
- Bachelor’s degree in Civil Engineering, Construction Management, Project Management, or a related field.
- Twenty or more years of experience in infrastructure, construction supervision, PMCM, or program management roles.
- Proven leadership on large-scale infrastructure programs within the Middle East, preferably Saudi Arabia or the Gulf Cooperation Council (GCC) countries.
- Extensive experience in construction supervision and PMCM delivery on complex infrastructure projects.
- Ability to manage multifaceted construction programs involving numerous contractors and stakeholders.
- Previous senior roles such as Program Director, Project Director, Construction Director, or Senior Programme Manager.
- Experience working with government entities, developers, authorities, and major contractors.
- Strong expertise in contract administration, project controls, risk management, quality assurance, and health & safety compliance.
