Job description
Overview
KBR provides Project Management Services including Engineering, Procurement, Construction, and Commissioning phases to support the multi-billion-dollar Lobito Refinery Project in Angola for client Sonangol. Procurement is managed by the Owner’s EPC Contractor from three global resource centers located in China and Angola. The Procurement Specialist operates as KBR’s representative at the home office and collaborates closely with the China-based Project Management team and other KBR centers worldwide during the EPC execution phases.
Key Responsibilities
- Supervise procurement activities conducted by the EPC Contractor’s Procurement Team to ensure compliance with contractual obligations.
- Verify the EPC Contractor strictly follows all procurement requirements specified in the EPC contract, including approved vendors, guarantees, warranties, logistics, quality assurance, progress tracking, documentation, and reporting.
- Regularly evaluate the EPC Contractor’s Procurement Status Reports, monitoring purchase order progress and forecasted completion dates.
- Confirm alignment of material and equipment delivery schedules with project timelines; identify schedule gaps and communicate with Project Controls and Management for corrective actions.
- Oversee the EPC Contractor’s Material Control System to ensure accurate tracking of materials from purchase order through delivery and storage at the project site.
- Collaborate with the Contractor’s Inspection Manager to define inspection requirements on behalf of the Owner.
- Assist with and execute joint or independent inspections of critical equipment and materials to confirm contractual specifications and quality standards are met.
- Coordinate with the Owner on reviewing Inspection and Test Plans and witness performance testing of vital equipment.
Additional Information
The China-based Integrated Project Teams operate from the Owner’s EPC Contractor’s main resource center in Tianjin, China, to manage Engineering, Procurement, and Construction/Commissioning planning phases.
Qualifications
- A Bachelor’s degree in a related field is preferred.
- At least 7 years of progressively responsible experience in procurement-related roles.
- Alternatively, 15 or more years of relevant experience if formal education requirements are not met.
