Procurement Specialist - Public Sector

About the Role

We are seeking a skilled Procurement Specialist to join a renowned public sector entity located in Dublin. This role offers a fantastic chance for professionals with substantive expertise in Irish public procurement to lead and manage tender processes, utilize eTenders platforms efficiently, and provide expert guidance to internal teams on compliant procurement practices.

Key Responsibilities

• Handle end-to-end tender procedures, from drafting initial specifications to awarding contracts.
• Create, publish, and oversee tenders via eTenders.gov.ie.
• Advise internal stakeholders on suitable procurement strategies including utilisation of OGP frameworks.
• Offer detailed input on procurement documents, assessment criteria, timelines, and regulatory compliance.
• Assist with tender evaluations, scoring, and issuing standstill and notification communications.
• Maintain precise records of tenders and contracts, ensuring robust procurement governance.
• Collaborate closely with organisation colleagues to provide practical procurement support and advice.

Qualifications and Experience

• Minimum of three years experience with procurement as a key function, specifically in the public sector.
• Thorough understanding of Irish public procurement laws and best practices.
• Proven hands-on experience with the eTenders.gov.ie platform is mandatory.
• Demonstrated ability managing entire public tender processes.
• Familiarity with OGP procurement frameworks.
• Possession or pursuit of a recognised public procurement qualification, such as the Professional Diploma in Public Procurement (IPA), is preferred.
• Level 8 third-level degree qualification.
• Strong stakeholder management skills, excellent organisational ability, and keen attention to detail.

Additional Information

This position involves working typically from onsite locations in Dublin with hybrid working options. It is a full-time contract role offering an annual salary between €52,000 and €75,000.
