Job Overview

The Procurement Manager will direct and supervise all procurement and cost-related activities of the project. The role ensures efficient tendering, strict budget adherence, cost control, and securing optimal value, all while protecting the Client's commercial and financial interests.

Key Duties and Responsibilities

  • Serve as the Client’s main representative for all procurement, cost management, and commercial issues.
  • Design and execute procurement and cost management strategies, plans, timelines, and package approaches that align with project goals, budget constraints, delivery deadlines, and risk parameters.
  • Advise on procurement and contracting approaches, collaborating with legal, finance, and technical teams to allocate risk properly and safeguard Client interests.
  • Direct market engagement, including contractor, supplier, and consultant prequalification and shortlisting, while tracking market dynamics, pricing trends, and supplier effectiveness.
  • Manage the preparation of Request for Proposals (RFPs) and tender documentation, and oversee the full tender process encompassing clarifications, addenda, evaluations, negotiations, and award recommendations.
  • Lead commercial and financial assessments and contract negotiations, ensuring the best value is achieved without compromising Client's commercial and financial positions.
  • Supervise cost management and control tasks performed by Consultants, ensuring compliance with budgets, procedures, contracts, and Client directives.
  • Ensure precise development and monitoring of budgets, cost forecasts, cash flow analyses, expenditures, commitments, cost-to-complete estimates, and periodic reports.
  • Identify and mitigate risks relating to procurement, costs, and commercial aspects, issuing early warnings and evaluating impacts of scope variations, claims, and contract amendments on costs and schedules.
  • Oversee contract administration’s commercial and financial elements, including payment certifications, variations, claims, final accounts, and project close-out activities.
  • Conduct procurement and cost meetings, track key action items, and assist in the timely, amicable resolution of commercial and contractual issues.
  • Establish and enforce governance frameworks, policies, and procedures for procurement and cost to guarantee transparent tendering and adherence to relevant regulations, contractual obligations, and auditing standards.
  • Coordinate closely with Project Directors, Engineers, Planners, Consultants, Contracts, Finance professionals, and other stakeholders, preparing and presenting detailed reports and recommendations about procurement, cost, risk, and tenders to Client management.
  • Lead, mentor, and develop the Procurement and Cost team, fostering continuous improvement and best practices, while ensuring compliance with Quality, Environmental, Health, Safety, and Occupational standards.

Experience Requirements

A minimum of 15 years' experience in managing mega projects, preferably obtained within Project Management or Construction Management firms.

Educational Qualifications

Bachelor’s degree in Quantity Surveying, Cost Engineering, or a related field.

Certifications and Preferred Qualifications

  • Project Management Professional (PMP) certification.
  • Membership in RICS or an equivalent professional body is advantageous.
  • Prior involvement in Project Management Consultancy (PMC) projects.
  • Experience with large-scale or mixed-use development projects is desirable.

  • Strong skills in cost planning, budgeting, forecasting, and reporting.
  • Good understanding of contract administration and risk evaluation.
  • Effective leadership, communication, and stakeholder engagement capabilities.
  • Proficiency with procurement and cost management software tools and Microsoft Office suite.
