Job description

About the Role

As the Policy Manager for Interactions at TikTok, you will lead the implementation of safety protocols across two of the platform's most interactive features: Comments and Direct Messaging (DMs). Reporting directly to the Global Head of Policy – Interactions, you'll work independently across workflows, translating top-level strategic aims into concrete, timely outcomes. This role bridges policy formulation and technical application, collaborating closely with Product and Engineering teams to embed AI-powered moderation tools that uphold safety standards.

Key Responsibilities

  • Manage end-to-end prioritization, intake, and delivery for Interactions encompassing Comments and DMs, synthesizing diverse inputs from Product, Legal, Operations, and regional teams into structured plans with clear ownership and timelines.
  • Serve as the principal owner of critical policy projects for Comments and DMs, handling everything from problem definition to drafting, reviewing, designing enforcement, launching policies, and making independent, well-justified decisions in complex and unclear situations.
  • Collaborate with Product, Engineering, and AI/ML teams to translate policy objectives into technical specifications, co-develop labeling guidelines, conduct calibration reviews, and oversee governance of AI moderation technology.
  • Develop and sustain comprehensive metrics for measuring policy effectiveness on Interactions, analyzing enforcement gaps, appeal trends, and user impact to continuously refine policy and tooling.
  • Lead cross-functional coordination to ensure smooth knowledge-sharing, training, and consistent standards across Comments and DMs workflows.

Candidate Qualifications

  • Required: Bachelor's degree in Public Policy, Law, Business Administration, Computer Science, or related discipline.
  • At least five years working in policy operations, product policy management, trust and safety, or program management within technology or content moderation environments.
  • Deep familiarity with Trust & Safety issues including managing policy around spam, hate speech, harassment, misinformation, and abuse/exploitation.
  • Proven experience collaborating with product, engineering, and AI teams to create pragmatic technical solutions addressing policy needs and content moderation workflows enhanced by AI.
  • Demonstrated ability to build scalable operational frameworks and drive consensus across multifaceted teams.
  • Excellent communication skills to translate complex policy concepts into actionable guidance for technical and non-technical audiences, fluent professional English required.
  • Preferred additional expertise in content ecosystem dynamics, balancing compliance, operational challenges, and user experience.
  • Experience designing or scaling innovative policy frameworks and driving process improvements in fast-moving organizations.
  • Skill in navigating the intricacies of global legal, regulatory, and cultural environments.

Trust & Safety Context

This role regularly engages with sensitive and potentially distressing content types, encompassing images, video, and text related to everyday life issues, as well as challenging topics such as bullying, hate speech, child safety risks, self-harm, or harm to others and animals. TikTok is upfront about the emotional and psychological demands inherent in this work and supports employee wellbeing with evidence-based programs and a collaborative, person-centered approach to mental and physical health.
