Job description

Overview

Wood is seeking a Permitting Coordinator for a 12-month contract based in Singapore to support a long-term brownfield Oil & Gas EPCM contract and expanding onshore maintenance, operations, and engineering projects.

Responsibilities

  • Serve as the primary liaison with Government Authorities regarding permitting activities, submissions, and approvals for the project.
  • Track and ensure all work aligns with Project Procedures and applicable safety and quality standards from Wood and client.
  • Assess the permitting schedule created by the project team to confirm timelines are feasible given authority approval durations.
  • Inform the project team of new or revised governmental regulations affecting the project.
  • Prepare requisitions for engaging consultants designated as Qualified Persons (QP) for the project.
  • Prepare requisitions for Authorized Examiner services to manage statutory pressure vessel registrations with the Ministry of Manpower.
  • Evaluate bids for consultant and authorized examiner services and organize tender interviews as needed.
  • Monitor the timely preparation of official authority documentations and calculations by various disciplines to meet submission deadlines.
  • Track detailed schedules for authority approvals and expedite document issuance by stakeholders.
  • Arrange regular coordination meetings with involved parties and manage follow-ups on discussed issues.
  • Coordinate with consultants (QP), mechanical & electrical PE, third-party consultants (Accredited Checker, Registered Inspectors, Authorized Examiners), and government authorities to resolve queries.
  • Organize meetings and document minutes with QP and Authorized Examiner for project clarifications.
  • Collaborate with owner, consultants, and construction teams throughout construction and inspection phases.
  • Facilitate site clarifications between consultants, authorized examiner, and construction team related to authority requirements.
  • Prepare authority inspection requirements and scheduling during Temporary Occupation Permit (TOP) and Certificate of Statutory Completion (CSC) stages.
  • Oversee construction progress to ensure timely completion for TOP/CSC inspections.
  • Distribute relevant project information among team members ensuring info availability at all work phases.
  • Maintain project filing per quality procedures and liaise with other groups as needed.
  • Complete proper project closeout activities.
  • Participate in internal vendor coordination and engineering review meetings to fully understand scope of work.
  • Attend all required project meetings and quality audits.
  • Provide progress reports on Permitting Coordinator discipline activities within timelines.
  • Assist subcontract team with closing consultant and authorized examiner contracts.
  • Draft lessons learned from the project.

Qualifications

  • Degree or diploma in Civil/Structural Engineering or Architecture with minimum 5 years’ experience in civil/structural consultants or architectural firms handling industrial projects such as refinery, petrochemical, chemical, power, or pharmaceutical plants.
  • Familiarity with local authority codes, regulations, and submission procedures.
  • Experience in permitting processes, specifically with Indonesian authorities.
  • Strong interpersonal and communication skills with demonstrated initiative.
