Role Overview
The Payroll Advisor is responsible for leading and advising all aspects of biweekly payroll processing, time capture reconciliation, and year-end payroll activities. This role ensures compliance with policies, collective agreements, benefits, pension plans, and relevant payroll legislation. Additionally, the role includes auditing remittances, coordinating with external stakeholders, participating in payroll system projects, and providing expert payroll guidance to leadership. Supervising and developing a unionized reporting team is a key function.
Key Responsibilities
- Oversee and guide payroll processing and reconciliation ensuring accuracy, authorization, and compliance with applicable policies, collective agreements, pensions, and legislation.
- Review and approve deductions and payments to benefit carriers, government bodies, pension plans, and community organizations, ensuring timely and precise reporting.
- Plan and manage year-end payroll tasks such as record balancing, accrual management, benefit deductions setup, and pay schedule configurations.
- Continuously evaluate payroll workflows with LEAN practices to recommend and implement process improvements while maintaining data integrity.
- Act as a subject matter expert in payroll system enhancements, assisting with troubleshooting, providing innovative solutions, and supporting implementation and testing.
- Advise business leaders on payroll and time capture issues, conducting analyses and preparing management reports.
- Contribute to departmental planning and adapt workflows to meet deadlines and cover absences effectively.
- Lead, mentor, and assess the performance of unionized payroll staff, fostering teamwork and development.
Qualifications
- Bachelor’s degree in finance or a related field.
- Canadian Payroll Association payroll designation; Payroll Manager Certification in progress is preferred.
- Minimum five years progressive experience in web-based payroll administration with supervisory responsibilities.
Required Skills and Knowledge
- Advanced expertise in payroll processes and integrated automated payroll systems.
- Strong interpersonal and communication skills to offer payroll consultation to management and liaise with external entities.
- Excellent organizational and time management capabilities to effectively balance shifting priorities while maintaining precision.
- Problem-solving skills to identify root causes of payroll and system issues and address daily payroll challenges.
- Analytical skills to ensure payroll accuracy, improve procedures, and prepare detailed reports.
- Proven supervisory experience to grow and manage payroll teams.
Terms and Conditions
- Work schedule: 37.5 hours per week.
- Work setting: Hybrid model combining onsite and remote work within British Columbia.
- Salary range: $77,500 to $116,280 annually depending on qualifications and experience.
- Comprehensive compensation includes extended health, dental, transit pass, enrollment in the Public Service Pension Plan, and other employment benefits.
