Job description
Overview
The Partnership Delivery Lead will guide the New Zealand Transport Agency's (NZTA) organisation-wide rollout of a new framework for engaging with Māori during project delivery, maintenance, and operations. The role aims to ensure compliance with NZTA's statutory and Treaty of Waitangi responsibilities, supporting the asset management business group to implement NZTA's strategy and nurture strong, lasting partnerships with mana whenua.
Key Responsibilities
- Champion the adoption and embedding of the standardized iwi engagement approach known as Te Kete National Standard for project and programme delivery.
- Develop the forward work plan, supporting tools, and establish a high-quality change management process to enhance organizational capability.
- Offer strategic, trusted advice to senior leadership and integrate Te Kete standards into related transport policies and frameworks.
- Monitor and report on realized benefits from the engagement initiatives.
- Act as a representative of NZTA in hui and discussions with iwi and hapū, focusing on national direction and equipping staff with effective engagement frameworks rather than supporting individual projects.
Candidate Profile
- Highly skilled in stakeholder engagement, influence, and advisory roles, capable of providing pragmatic and trusted counsel to senior leaders.
- Possesses knowledge of infrastructure development, asset management, and maintenance within operational environments.
- Strong understanding of Te Ao Māori and the ability to communicate fluently in te reo Māori to a diverse audience.
- Experienced in forging effective Māori partnerships based on best practices.
- Comprehensive understanding of the Treaty of Waitangi, Crown obligations, settlement commitments, and the relevant legislative landscape.
- Proven track record of implementing standardized practices on an organizational or system-wide scale in complex settings.
- Change leadership experience is considered beneficial.
Qualifications
A relevant tertiary qualification or equivalent professional experience acquired through iwi, hapū, or community leadership roles is required.

Te Mātangi – Māori Partnerships is part of Te Waka Kōtuia – Engagement and Partnerships. This team supports the delivery of Te Ara Kotahi | Our Māori Strategy by fostering effective engagement with Māori and strengthening NZTA's capabilities to achieve mutually advantageous outcomes.
