Job description
Role Overview
The Partnership Delivery Lead is tasked with spearheading NZ Transport Agency’s (NZTA) nationwide rollout of the new guide designed to enhance engagement with Māori throughout project delivery, maintenance, and operations. This permanent role, based in locations such as Auckland, Wellington, Hamilton, Palmerston North, or Christchurch, focuses on ensuring NZTA meets its legal and Te Tiriti o Waitangi commitments while fostering strong, lasting relationships with mana whenua.
Key Responsibilities
- Lead and embed NZTA’s standardized approach (Te Kete National Standard) to iwi engagement across projects and programs.
- Develop a forward-looking work programme and relevant supporting tools to enhance organizational capability.
- Offer strategic and pragmatic advice to senior leadership and integrate Te Kete into transport standards and guidance documents.
- Represent NZTA in hui and discussions with iwi and hapū, providing clear national leadership for Māori engagement and partnership.
- Measure and report on the benefits derived from the Māori engagement framework.
Candidate Profile
- Strong skills in stakeholder engagement, influence, and advisory roles, able to provide trusted counsel to senior leaders.
- Solid understanding of infrastructure development, delivery, asset management, maintenance, and operational contexts.
- Deep knowledge of Te Ao Māori with the ability to communicate fluently in te reo Māori across diverse audiences.
- Proven expertise in building effective, best-practice partnerships with Māori entities.
- Comprehensive understanding of Te Tiriti o Waitangi, Crown duties, Treaty settlement obligations, and pertinent legislation.
- Experience embedding standardized practices at an organizational or system level in large or complex settings.
- Background in change leadership is desirable.
- Possess relevant tertiary qualifications or equivalent professional, iwi, hapū, or community leadership experience.

Part of Te Waka Kōtuia – Engagement and Partnerships, the team facilitates delivery of Te Ara Kotahi | Our Māori Strategy. They equip the wider agency to engage effectively with Māori and build the capacity to achieve outcomes beneficial to both Māori communities and NZTA.
