Job Overview
Join Qatar Fabrication Company as an Organizational Development & Workforce Specialist based in Ras Laffan, Qatar. This pivotal role involves managing and advancing organizational development activities such as updating organizational structures, job descriptions, and competency frameworks. The role also ensures resource allocation optimization by planning current and future manpower needs aligned with company strategies.
Primary Duties
- Lead and implement organizational development initiatives in collaboration with various company divisions, ensuring alignment with business objectives.
- Advise leadership on necessary organizational changes based on comprehensive business analysis and comparison with industry peers in Oil & Gas shipping.
- Develop and regularly revise job descriptions through systematic job analysis techniques including interviews and questionnaires.
- Define and update behavioral and technical competencies along with proficiency levels needed for effective job performance, coordinating with stakeholders.
- Ensure competency frameworks remain relevant by liaising with functional teams and making timely adjustments.
- Work with Learning & Development to develop competency matrices linked with performance management systems.
- Collaborate with divisions to understand workforce requirements in alignment with strategic goals, offering guidance on manpower planning.
- Provide recommendations and solutions related to workforce needs, backed by thorough analysis and benchmarking.
- Review and assess manpower plan modification requests, collecting justifications for managerial approval.
- Prepare manpower budgets in partnership with Finance, and submit plans for senior management endorsement, ensuring compliance with HR policies.
Additional Responsibilities
- Comply with Safety, Health, Environment & Quality policies to maintain a secure and responsible working environment.
- Promote well-being and health protocols for self and colleagues, actively participating in wellness programs and reporting concerns.
- Implement departmental policies and maintain accurate records and documentation.
- Coordinate with Employee Relations and Recruitment teams to execute manpower plans and Qatarization objectives.
- Continuously improve workforce planning procedures to meet evolving organizational needs.
- Stay updated on new trends and best practices in workforce planning.
Qualifications & Experience
- Bachelor's degree in Business Administration, Human Resources, or a related discipline.
- Certification from a recognized institution such as CIPD, PHR, SPHR, CIR, or ACIR is highly preferred.
- 5 to 7 years of relevant experience, including at least 3 to 5 years in a similar role.
- Prior experience within the Oil & Gas industry and regional exposure is advantageous.
Key Skills
- In-depth understanding of organizational development theories and best practices.
- Familiarity with HRM-ERP software systems, preferably SAP.
- Proficient in Microsoft Office applications.
- Skills in statistical analysis and data visualization using tools like Excel, Tableau, Python, or R.
- Strong project management competencies to facilitate workforce planning processes.
- Strategic thinking and problem-solving skills aimed at aligning workforce initiatives with organizational objectives.
