Monitoring and Evaluation Verification Specialist

About the Role

ThinkWell is preparing to implement a five-year Government-to-Government (G2G) Readiness and Independent Verification Activity in Uganda, aimed at supporting the transition towards enhanced government-managed and performance-based financing for health services. The Monitoring and Evaluation Verification Specialist will play a key role in verifying reported data on health service delivery and health systems results across multiple levels of Uganda’s health system, ensuring accuracy and reliability through comprehensive field checks.

Key Responsibilities

• Participate in verification orientation, training, and get well-acquainted with assigned indicators, milestones, verification protocols, and required documentation.
• Assist in reviewing reports and data for assigned milestones to assist in prioritizing, sampling, and planning field verification activities.
• Prepare for field assignments by analyzing relevant indicator definitions, data sources, reporting systems, and verification templates.
• Conduct on-site verification across multiple tiers of the health system including communities, health facilities, districts, referral hospitals, Ministry of Health, and national entities.
• Examine source documents such as HMIS records, electronic health systems, patient and service records, laboratory and pharmacy documentation, program and administrative reports to verify reported outcomes.
• Perform sampling, recounting, reconciliation, and traceability checks of reported results against source evidence per approved methodologies.
• Identify and document discrepancies, missing records, inconsistencies, or any other verification findings using standardized tools.
• Conduct field observations, interviews, and record reviews as stipulated by assigned verification milestones.
• Assess the quality of data by evaluating accuracy, completeness, consistency, timeliness, and traceability of evidence supporting reported results.
• Reconcile data across various documents and systems and apply validation protocols, while maintaining comprehensive audit trails.
• Clarify and resolve data discrepancies in collaboration with relevant staff, ensuring the verification outcome remains impartial and evidence-based.
• Record all verification evidence, findings, discrepancies, and observations meticulously using approved checklists and tools.
• Submit verification data promptly for quality control, respond to inquiries, and provide clarifications or corrections as necessary.
• Maintain confidentiality and uphold professional standards throughout the verification process.
• Prepare and submit summary reports comparing reported data with verified results and other required outputs.
• Contribute clear and concise narratives highlighting key findings, discrepancies, and areas needing follow-up.
• Participate actively in meetings including entry, daily debriefs, technical reviews, and exit discussions, communicating findings professionally and supporting resolution of any queries.

Qualifications and Experience

• A degree in monitoring and evaluation, statistics, epidemiology, public health, health informatics, social sciences, or a related discipline.
• Proven hands-on experience in monitoring and evaluation activities, data quality assessment, source data verification, health program monitoring, or related verification tasks conducted in the field.
• Familiarity working with health-sector data, routine health information systems, and evaluating source records used to generate official health statistics.
• Experience conducting field data verifications, quality assessments, supervision visits, evaluations, audits, or comparable exercises.
• Preferably some experience working with Uganda’s government health entities, health facilities, district health systems, or health programs.

Technical Skills

• Competent in data verification techniques including source data reconciliation, recounting, and comprehensive documentation of findings.
• Ability to interpret indicator descriptions, reporting obligations, data collection tools, and verification protocols accurately and consistently during field operations.
• Capability to review and cross-check diverse sources such as electronic and paper records, patient registers, laboratory and pharmacy documentation, programmatic and administrative records.
• Skilled at identifying and recording data inconsistencies, evidence gaps, and other data quality challenges while maintaining an appropriate audit trail.
• Proficient in using standard verification tools, both electronic and paper-based, with precision.
• Able to synthesize field data into clear summaries contrasting reported and verified results and produce concise verification reports.
• Sound knowledge of Uganda’s health service delivery structure spanning community to national levels.

This opportunity is conditional pending successful award and signing of the project agreement, availability of funding, and completion of donor approval procedures. Any employment offer is subject to these conditions.
