Job Purpose
The Learning & Development Specialist will be responsible for creating, implementing, and continuously refining a competency assurance system tailored for Maintenance staff. This includes delivering structured classroom sessions, practical workshops, simulations, coaching, and organized On-the-Job Training (OJT). The role ensures plant operations remain safe, efficient, environmentally responsible, and reliable by identifying gaps in skills, conducting Training Needs Analysis (TNA), developing competency-focused programs, facilitating technical instruction, assessing competencies, managing training records, and supporting employee qualification and authorization measures. Collaboration with departments such as Maintenance, Operations, Engineering, Reliability, Process Safety, HSE, HR, and Subject Matter Experts (SMEs) is essential to guarantee employees meet required technical expertise to work safely and adhere to Tronox standards.
Key Responsibilities
- Deliver training via classrooms, workshops, field coaching, and planned OJT sessions.
- Perform Training Needs Analysis in coordination with department leaders.
- Identify and address competency gaps through methods including competency matrices, performance data, incident investigations, audits, and business needs.
- Design, update, and enhance competency-based training curricula.
- Create and maintain programs such as CETP, JRTP, OJT, qualification pathways, and technical development initiatives.
- Establish systematic learning tracks for new hires, skilled employees, multi-skilled teams, and support succession planning.
- Develop and maintain technical training materials like manuals, presentations, SOP guides, assessment tools, and reference documents by translating operational procedures, OEM manuals, and engineering standards into effective learning content.
- Collaborate with SMEs to produce technical learning resources and blended learning solutions incorporating instructor-led, digital, self-paced, and experiential learning.
- Conduct theoretical and practical competency evaluations, including developing exams, assessment checklists, and question banks.
- Confirm employee qualifications meet competency standards prior to authorization and assist with ongoing reassessments.
- Maintain comprehensive training records, competency matrices, qualification statuses, and histories while ensuring adherence to LMS and documentation requirements.
- Coordinate training calendars and plans annually and monthly with all stakeholders.
- Analyze training effectiveness by collecting feedback, reviewing assessments, observing workplace practices, and measuring operational results to recommend program improvements.
- Participate in initiatives aimed at capability enhancement.
- Ensure compliance with safety standards such as Tronox Safety protocols, Process Safety Management (PSM), environmental guidelines, and company procedures.
- Promote principles related to Human Performance, Learning from Events, and Safe Work Practices.
- Support competency needs connected to Permit to Work systems, Isolation procedures, Critical Risk Management, and Life Saving Rules.
Qualifications, Experience & Skills
- Bachelor's degree in Mechanical Engineering.
- At least five years of industrial maintenance experience within heavy industries.
- A minimum of three years involved in technical training, coaching, mentoring, or developing competency frameworks.
- Experience is preferred in sectors like chemical processing, mining, petrochemical, power generation, or heavy manufacturing.
- Familiarity with competency-based training systems and Learning Management Systems (LMS); competency management software is an advantage.
Job-Specific Skills
- Mechanical maintenance expertise focusing on rotating equipment including pumps, compressors, valves, piping, alignment, lubrication, and preventive/predictive maintenance methods.
- Proficiency in Training Needs Analysis (TNA), Competency-Based Training (CBT), OJT development, assessment design, instructional design, coaching, and mentoring approaches.
- Strong command of Microsoft Office tools such as Excel, Word, and PowerPoint.
- Excellent communication, facilitation abilities, planning skills, stakeholder engagement, analytical thinking, commitment to continuous improvement, and leadership in safety practices.
