Lead Advisor Rail Safety Regulation

About the Opportunity

This role represents an exciting chance for an experienced senior advisor or strategic leader to enhance rail safety regulation across New Zealand. The Lead Advisor will act as a strategic partner to the Head of Rail Safety Regulation, overseeing and improving the rail regulatory system. Collaboration with NZTA, government bodies, rail operators, and industry is essential to ensure evidence-based, risk-focused regulation aligned with organizational objectives. Combining strategic and operational capabilities, the role transforms regulatory priorities into impactful actions advancing rail safety nationwide.

Key Responsibilities

• Lead strategic programs aimed at enhancing regulatory effectiveness and rail safety outcomes.
• Develop and track business plans, performance metrics, and reporting tools.
• Provide trusted advice by preparing high-quality executive papers, business cases, and strategic reports.
• Represent the Rail Safety Regulation function in various forums, governance committees, and industry engagements.
• Collaborate across regulatory systems to maintain consistent, risk-based regulatory practices.
• Build and maintain strong partnerships with NZTA teams, government agencies, rail operators, and industry organizations.
• Translate legislation, policy, and government priorities into practical regulatory frameworks and operational guidelines.
• Support ongoing continuous improvement and capability development within the regulatory team.

Candidate Profile

• Extensive experience in senior advisory, regulatory, public sector, transport, safety, or similar leadership roles.
• Deep understanding of regulatory systems, governance structures, and policy frameworks.
• Proven capability in developing strategic advice, business cases, governance documentation, and executive-level reporting.
• Track record of successfully managing complex programs, projects, or cross-functional initiatives.
• Strong skills in stakeholder engagement and relationship management.
• Advanced analytical, problem-solving, and systems thinking proficiency.
• Experience influencing decision-making and collaborating effectively with senior leadership.

Additional desirable attributes include experience in transport, rail, infrastructure, safety, or regulatory sectors and knowledge of performance monitoring, risk management, and regulatory assurance practices. A commitment to understanding Te Ao Māori, promoting tikanga and Te Reo Māori, and appreciating Te Tiriti o Waitangi in the public service context is also valued.

About the Organization

NZ Transport Agency Waka Kotahi aims to develop transport networks that serve people, places, and New Zealand. The Regulatory group ensures land transport safety by overseeing regulatory interventions, performing monitoring and reviews, and supporting compliance management across the transport system. The Rail Safety Regulation team specifically governs New Zealand's rail infrastructure and operations, focusing on safety through licensing, compliance, and intelligence-led, risk-based approaches.
