Job description
Overview
This role is a Grade P4 fixed-term position based in Doha, Qatar, under a two-year renewable contract contingent on funding availability, aimed at advancing workforce policies within the framework of a multi-phased technical cooperation program focusing on enhancing labour market dynamics, skills development, and the participation of women and migrants in employment sectors.
Key Responsibilities
- Lead implementation of technical activities related to workforce policies within the Technical Cooperation Programme including planning, execution, monitoring, and evaluation to ensure alignment with organizational guidelines and strategic objectives.
- Generate comprehensive analytical and technical reports examining labour market trends and the future of work, guiding policy formation and promotion at national and sector-specific levels including gender-responsive approaches.
- Design and facilitate training sessions, prepare educational resources, and address training necessities concerning employment and skills development policies, including labour market data collection and analysis.
- Provide ongoing support to implement employment and skills strategies in coordination with the Ministry of Labour and other key partners, converting research insights into practical policy actions and managing collaborations across various institutions.
- Analyze and provide constructive feedback on legislative and policy documents with an emphasis on gender equality and inclusivity.
- Engage with employer and worker representatives to ensure the relevance and feasibility of labour market initiatives.
- Prepare and oversee terms of reference, coordinate the work of consultants and ensure effective delivery of research, training, and technical materials.
- Represent the programme at national forums and liaise with international experts to share knowledge and adopt best practices.
- Advocate for relevant ILO policies including employment, skills, labour standards, gender equality, and fundamental rights at work.
- Perform other related duties as required to support programme success.
Qualifications and Experience
- Master's degree or equivalent in economics, human resource development, education and training, or a closely related discipline; or a bachelor's degree plus two additional years of relevant professional experience.
- Minimum of seven years of pertinent professional experience, preferably including international exposure, in employment and skills policy development and program implementation, ideally with governmental and TVET institutions.
- Fluent English proficiency is required; proficiency in Arabic is advantageous.

Additional Information and Conditions of Employment
- This contract is subject to ILO Staff Regulations and internal policies, including medical fitness certification.
- Contract renewals depend on funding availability, continued need, and satisfactory performance.
