Job Overview
As the IT Delivery Manager for Riyadh Cement Company, you will oversee the delivery, operational support, and lifecycle management of the organization's non-SAP business applications, including those used in customer service, logistics, weighbridge operations, governance, compliance, and service management. Your role is to ensure these critical applications remain dependable, secure, and aligned with business needs while adhering to IT governance and approved change management processes. You will coordinate delivery, support, requirement gathering, vendor oversight, system enhancements, and integration with SAP S/4HANA Cloud to provide robust and sustainable technology services.
Reporting and Governance
- Operate under the guidance of the authorized IT manager and collaborate closely with IT Applications and other IT teams.
- Own daily service delivery, support, and lifecycle management of assigned non-SAP applications.
- Coordinate integration efforts between non-SAP applications and SAP S/4HANA Cloud.
- Conduct all activities in compliance with IT governance, access control, change management, cybersecurity, procurement, and delegation policies.
- Recommend operational actions within authorized limits and escalate major issues requiring management input.
Key Responsibilities
- Manage day-to-day operational performance ensuring application availability, stability, and resolving recurring incidents.
- Maintain technical documentation, operational procedures, and accurate records for application ownership and support.
- Serve as the primary IT contact for business users, handle issue resolution, translate business needs into system requirements, and prioritize improvement initiatives.
- Lead delivery of new applications or enhancements from requirements gathering through deployment and transition to support while ensuring compliance with change management protocols.
- Manage vendor relationships, monitor SLAs, track defects and incidents, and escalate vendor performance issues as needed.
- Ensure functional integration between non-SAP applications and SAP S/4HANA Cloud, supporting APIs, web services, middleware, data troubleshooting, and operational decision-making.
- Maintain compliance with IT governance requirements including security controls, application lifecycle, change management, and regulatory obligations.
- Provide regular reporting on application performance, risks, major incidents, vendor performance, and progress on improvement efforts.

Communication and Relationships
- Collaborate internally with IT leadership, application teams, SAP and operations teams, business process owners, finance, supply chain, sales, plant operations, human resources, and governance functions.
- Engage externally with application vendors, implementation partners, software support providers, technical consultants, and integration service providers following contractual and confidentiality guidelines.
Qualifications and Experience
- Bachelor's degree in Information Technology, Computer Science, Information Systems, or a related field.
- 5 to 8 years of experience in business application management, support, IT service delivery, including hands-on roles in application lifecycle management and system implementation.
- Experience within industrial, manufacturing, or similar operational sectors is advantageous.
Professional Certifications
- ITIL 4
- PMP or PRINCE2
- Agile/Scrum
- CBAP or equivalent Business Analysis certification
- Other relevant IT service or application management certifications
Technical Expertise and Systems Knowledge
- Competency in business application support and lifecycle management.
- Familiarity with incident, problem, change, and enhancement management.
- Experience in application deployment and ITIL/ITSM principles.
- Vendor and SLA management.
- Knowledge of APIs, web services, middleware integration.
- Understanding IT governance, access control, application monitoring, and service management.
- Experience with SAP S/4HANA Cloud integration at functional level.
- Proficiency in SQL, reporting, and data/integration troubleshooting.
- Use of business applications, ITSM platforms, monitoring tools, project tracking systems, and reporting software including Microsoft Office.
Language and Other Skills
- Fluent in English for technical and business communication; Arabic language skills preferred.
- Strong ownership, accountability, and problem-solving skills.
- Effective stakeholder communication and management ability.
- Capability to manage competing priorities and work independently within governance frameworks.
- Competence in vendor coordination, negotiation, and continuous improvement mindset.
