About the Role

Tourism and Entertainment Group manages various hospitality, food and beverage, and entertainment establishments in Uzbekistan. We are seeking an HR Director to establish a strong people function encompassing culture, discipline, documentation, and systems, initially focused on our F&B operations. This responsibility will expand across the entire group as successful outcomes are demonstrated. This position reports directly to the CEO.

Key Responsibilities

  • Develop and uphold consistent corporate culture standards across all group entities in collaboration with the CEO.
  • Implement and monitor labor discipline, attendance, and work-time tracking at all locations.
  • Create detailed job descriptions, internal regulations, and HR policies in partnership with department and venue leaders, ensuring robust execution.
  • Design structured onboarding and offboarding protocols and ensure managerial accountability in following these procedures.
  • Modernize the HR function by selecting and deploying HR Information Systems (HRIS), time and attendance, and workforce management software to replace manual and paper-based methods.
  • Minimize reliance on manual processes by promoting automation, establishing documented workflows, and defining clear ownership roles.
  • Oversee recruitment, headcount forecasting, and staffing frameworks for a fast-paced, multi-location environment with high turnover.
  • Engage in business process assessments alongside operational teams, recommending staffing and resource adjustments that reflect actual workload demands.
  • Generate and present comprehensive HR reports to the CEO including metrics such as headcount, turnover rates, hiring costs, payroll composition, and attendance compliance.
  • Ensure full compliance with Uzbekistan labor laws and internal audit standards.

Qualifications and Experience

  • Demonstrated experience as an HR Director or Head of HR specifically within the HoReCa sector—covering hotels, restaurants, catering, or entertainment venues is essential; experience in adjacent fields will not be accepted.
  • Proficiency in English, Russian, and Uzbek languages at a working level.
  • Proven ability to implement HR systems and processes with measurable impact; candidates should be ready to discuss specific projects, timelines, and outcomes.
  • Practical experience with HR automation and digital tools including HRIS, time management, scheduling, and payroll integration.
  • Experience managing multi-site, shift-oriented teams with high employee turnover.
  • Comprehensive knowledge of Uzbek labor legislation.
  • Capacity to effectively collaborate both with operational department heads and the CEO.

Preferred Skills

  • Experience in launching new venues and building teams from the ground up.
  • Background in organizational design or optimizing workforce costs.
  • Experience implementing performance management or grading systems within a hospitality environment.

Compensation

Compensation will be negotiated individually based on experience and proven results.
