HSE Officer

Job Overview

We are seeking a seasoned Health, Safety, and Environment (HSE) Officer to assist in managing daily HSE activities within facility operations. The selected individual will be responsible for performing site inspections, ensuring adherence to safety protocols, aiding in investigating incidents, and fostering a culture of workplace safety.

Key Responsibilities

• Carry out daily inspections across the site to identify safety hazards.
• Perform thorough hazard assessments and evaluate risks associated with operations.
• Oversee the management and monitoring of Permit-to-Work procedures.
• Ensure all personnel comply with Personal Protective Equipment (PPE) requirements.
• Conduct regular Toolbox Talks to educate and engage employees on safety topics.
• Facilitate HSE induction sessions for new staff or visitors.
• Participate actively in emergency preparedness and response activities.
• Investigate accidents, incidents, and near-misses to identify root causes and recommend improvements.
• Maintain accurate and comprehensive records and documentation related to HSE activities.
• Monitor and supervise contractors to ensure they comply with HSE standards.
• Report observations, non-compliances, and corrective actions related to health and safety continuously.
• Drive ongoing improvements in HSE performance across operations.

Minimum Qualifications

• Diploma, certificate, or technical qualification in Occupational Health & Safety, Environmental Management, Engineering, Science, or related fields.

Mandatory Certifications

• NEBOSH International General Certificate.
• IOSH Managing Safely or an equivalent certification.

Preferred Training

• First Aid certification.
• Fire Safety training.
• Risk Assessment skills.
• Experience in delivering Toolbox Talks.
• Knowledge of Work Permit controls.
• Incident Reporting procedures.

Experience

• 3 to 5 years of practical experience in HSE roles.
• Background in facilities management, cleaning services, pest control, waste management, maintenance, logistics, warehousing, construction, port operations, or similar environments.

Required Competencies

• Proficiency in site HSE inspections and hazard identification.
• Experience monitoring Permit-to-Work systems.
• Ability to supervise contractors effectively.
• Ensuring compliance with PPE policies.
• Emergency response expertise.
• Skills in incident and near-miss reporting and HSE documentation.
• Strong communication abilities and effective teamwork.
