Job description
Overview
This position involves comprehensive management of human resources functions at a manufacturing site in Singapore, overseeing payroll, compliance, and operational HR tasks. The HR Executive will collaborate with site leadership to ensure smooth HR operations, compliance with statutory rules, and promote workforce engagement within a production setting.
Key Responsibilities
- Oversee the complete monthly payroll process for employees including shift workers and operators, ensuring precise calculations of overtime, shift pay, bonuses, CPF contributions, and tax filings such as IR8A/IR21.
- Coordinate with external payroll service providers when necessary to validate payroll accuracy and address payroll-related inquiries and reconciliations.
- Manage employee lifecycle activities such as onboarding, offboarding, contract management, and accurate maintenance of personnel data within HRIS platforms like SAP SuccessFactors.
- Administer employee benefits, insurances, leave tracking, and facilitate work pass applications in accordance with Ministry of Manpower (MOM) regulations.
- Serve as the onsite contact point for employee relations, addressing disciplinary matters, conducting investigations, and collaborating with supervisors to resolve workforce issues efficiently.
- Organize initiatives to foster employee engagement and enhance communication on site.
- Guarantee compliance with the Employment Act and MOM regulations, uphold HR policies, and assist in internal and external audits related to payroll and HR operations.
- Prepare and analyze HR reports including headcount, absenteeism, attrition, and overtime metrics to aid manpower planning and cost management.
- Engage in HR projects focused on digitalization, process improvements, and support rollout of regional or global HR initiatives locally.
Qualifications and Skills
- Diploma or Degree in Human Resources, Business Administration, or related disciplines.
- 3 to 5 years of hands-on HR experience with specific expertise in Singapore payroll processing.
- Prior experience working within manufacturing, plant, or industrial settings is highly desirable.
- In-depth understanding of Singapore statutory payroll regulations including CPF, IRAS, and MOM Employment Act compliance.
- Familiarity with HRIS software, preferably SAP SuccessFactors.
- Proficiency in Microsoft Excel, especially pivot tables and payroll reconciliation.
