About the Role
Join Parsons as an Excellence Director, offering senior leadership in managing quality, continuous improvement, risk, training, and knowledge transfer initiatives within a major program. This role ensures compliance with both customer and Parsons' quality standards and leads strategic efforts in developing and implementing quality management systems. The position involves regular collaboration with executive and senior personnel across functions like program management, safety, engineering, contracts, procurement, and construction.
Key Responsibilities
- Lead recruitment decisions, including interviewing, staffing recommendations, and assignments aligned with department needs.
- Conduct performance evaluations, and advise on promotions, status changes, or disciplinary measures.
- Oversee salary administration, preparing annual plans and recommending merit-based or promotional salary adjustments.
- Provide leadership for quality systems using Parsons’ Quality Management System to develop processes, procedures, data reporting, and training.
- Direct efforts to maintain Parsons' excellence certifications.
- Engage with senior and executive leadership on performance improvement strategies.
- Work with Excellence representatives across business units to facilitate quality and risk training, set objectives, and support management reviews.
- Drive ongoing enhancement of the program Quality Management System and foster a culture prioritizing quality.
- Offer leadership and training to both Parsons and client personnel, monitoring performance and identifying skill or capability gaps.
- Serve as liaison on quality matters with programs, customers, contractors, and internal teams.
- Analyze and report excellence-related issues or trends to executive management using diverse data sources.
- Contribute to organizational performance metrics and initiate process or procedural improvements.
- Perform additional responsibilities deemed relevant to the role.
Qualifications and Competencies
- Expertise in managing quality management systems aligned with ISO 9000, ASME, ANSI, ASTM, and similar standards.
- Deep understanding of quality management practices, technologies, and change management within the infrastructure and government sectors.
- Proven aptitude in performance analysis, including business metrics like ROI and cost per unit.
- Strong communication and presentation skills to confidently interact with executives, clients, and customers.
- Proficiency in Microsoft Office suite: Word, Excel, and PowerPoint.
- Exceptional attention to detail and problem-solving capabilities, including risk assessment and public speaking.
- Ability to lead and supervise teams in daily quality tasks and special projects to ensure timely completion.
- Multidisciplinary industry knowledge spanning infrastructure, government, aviation, process, or transportation sectors.
Education and Experience
- Bachelor of Science in Engineering from an accredited university.
- At least 20 years of direct professional oversight in multiple functional areas including project controls, environment, safety & health, risk management, contracts, procurement, financial management, and quality assurance/control on large projects.
- Extensive experience driving project process improvements, leadership, and change management within infrastructure projects, with preferred experience in the Middle East and Saudi Arabia.
- Over 10 years in supervisory or management roles.
- International work experience preferred, particularly in Saudi Arabia.
- Ability to prepare and communicate effective written and oral reports.
Certifications
- Quality certification such as CMQ/OE, CQA, or CQE is required or must be obtained within six months of hire.
- Preferred membership in nationally recognized quality organizations.
- Professional Engineer license or Chartered Engineer designation is preferred.
Additional Information
- Reports to the Vice President of Quality and other executive management.
- Direct supervision of quality, risk, and training personnel.
- Interfaces with all employees on projects or corporate functions and external customer personnel.
