Job description
Overview
The Contract Services Manager will oversee all functions within the Contracting Section, ensuring alignment with company policies and procedures. This role involves controlling and supervising contracting activities such as reviewing procurement requisitions, managing scope of work, initiating purchase and contract requests, coordinating evaluations of technical and commercial proposals, awarding contracts, and managing vendor registration and contract disputes.
Key Responsibilities
- Lead and coordinate the Contracting Section's daily operations, guaranteeing all activities are properly authorized and executed efficiently.
- Identify and fulfill recruitment needs to maintain qualified staffing levels in line with organizational demands.
- Support and supervise Contracting Section staff, identify training opportunities, recommend courses, and provide performance feedback.
- Assist in formulating and executing strategies and plans for the Material and Services Procurement Division.
- Contribute to the development and refinement of procurement policies and administrative procedures in collaboration with the division superintendent.
- Monitor procurement activities to ensure compliance with company policies, including safety, security, and confidentiality standards.
- Collaborate with internal departments to review procurement requisitions, scopes of work, and justifications for sole source procurement.
- Assign procurement requisitions to team members and supervise initiation of contract requests for proposals.
- Review documentation for the Procurement Review Committee to maintain quality and accuracy prior to presentations.
- Examine draft request for proposal documents before their release to potential bidders.
- Organize and manage job explanation meetings to clarify contract specifications and terms accurately and professionally to bidders.
- Ensure proper procedures during the opening and assessment of technical and commercial bids in the presence of relevant stakeholders, safeguarding bid confidentiality and fairness.
- Conduct quarterly meetings with internal organizations and suppliers, reporting outcomes to senior management.
- Review awarding recommendations and ensure vendor registration processes are properly executed and tracked.
- Address and resolve contract-related issues or complaints involving vendors and internal controlling units as necessary.
- Prepare consistent reports for the division superintendent detailing contract activities and issues.
- Provide input on the annual budget requirements for the procurement division.
- Ensure documentation and adherence of policies governing all section functions.
- Develop and maintain an efficient Contract Information System to coordinate contract management activities.
Candidate Requirements
- Bachelor’s degree in Business Administration, Engineering, or related discipline.
- Preferred but not mandatory certifications include CSCP, CPIM, CPSM, or CIPS.
- A minimum of 10 years’ experience in procurement and contracts, including at least 4 years in a leadership capacity.
- In-depth knowledge of local and international procurement laws and contracting regulations.
- Proficiency with Microsoft Office suite.
- Excellent analytical thinking and negotiation capabilities.
- Strong attention to detail and ability to prioritize tasks effectively.
- Exceptional interpersonal and communication skills, both written and oral English.
- Able to manage multiple responsibilities in a dynamic environment.
