Compliance Officer

Job Overview

The Compliance Officer will collaborate with various stakeholders to identify risks that could impede Jhpiego's goals. This role involves evaluating current internal control systems and recommending enhancements to mitigate risks effectively. Under the supervision of the Compliance Manager, the officer will provide guidance, training, and oversight concerning procurement, inventory control, subrecipient monitoring, project compliance, and financial management.

Key Responsibilities

• Support the Compliance Manager in ensuring internal controls sufficiently reduce risks.
• Conduct desk reviews and spot checks to verify adherence to donor regulations, organizational policies, and applicable U.S. and host country laws.
• Identify, assess, and manage risks specific to projects alongside project management, ensuring implementation of mitigation strategies.
• Review QuickBooks transactions for accurate project charges, flagging inappropriate expenses, disallowed costs, and deviations from monthly forecasts.
• Create and execute an annual compliance review plan to guarantee comprehensive compliance coverage.
• Carry out monitoring visits to subrecipients, collaborating with project teams and subgrantees to enforce improvements, and administer the program for subrecipient oversight.
• Monitor project activities vigilantly to prevent fraud through thorough review of practices and procedures.
• Facilitate smooth project closeouts by working closely with project teams.
• Regularly update the Compliance Manager and project teams on progress relating to compliance recommendation implementations.
• Lead special investigations and analytical tasks as required.
• Develop and disseminate best practices for internal control enhancements and conduct staff training sessions; participate as a trainer in compliance workshops at the country level.
• Ensure compliance with U.S. laws related to disbarment and anti-terrorism measures.
• Promptly report any gross misconduct or suspected fraud to senior leadership including the Country Director, CFO, and HR Director.
• Execute additional assignments as directed by the Compliance Manager.

Required Qualifications

• Bachelor’s degree in accounting or related field; Certified Public Accountant (CPA) credential.
• At least 7 years of experience in internal or external auditing.
• Preferably have international experience working with NGOs or grant-funded programs in developing countries.
• Willingness to travel domestically across Tanzania.
• Strong knowledge of U.S. Government donor rules and regulations.
