Overview
Reporting to the Senior Manager, Operations, the Transport Officer manages vehicle coordination and allocation to Jhpiego staff. This role supervises drivers and oversees vehicle operations including maintenance, fuel management, and compliance with road safety standards, ensuring reliable transport support for Jhpiego projects. Close collaboration with Senior Managers in Operations and Finance/Admin aims to continually improve transportation services.
Key Responsibilities
- Coordinate daily vehicle usage requests from Jhpiego staff across Tanzania.
- Collaborate with Program Assistants and regional leads to secure timely vehicle arrangements for planned activities.
- Monitor and report on the fleet’s service, repairs, and maintenance status to the Senior Manager, Operations.
- Enforce the Fuel Use SOP, managing fuel cards, rental car usage, and reconciliation, providing weekly updates to senior management.
- Supervise drivers, ensuring timely submission of vehicle maintenance documentation and adherence to vehicle use protocols.
- Maintain efficient fleet management system operations for all vehicles.
- Train and mentor drivers on SOPs, vehicle inspections, fuel reconciliation, and conduct performance assessments.
- Assist in procurement requisitions for vehicle-related needs such as insurance, maintenance, and fuel.
- Manage fuel payment processes and maintain accurate fuel database records, including issuing and canceling fuel cards as necessary.
- Review maintenance requests promptly and update tracking systems before approval routing.
- Coordinate and follow-up on vehicle repairs, reporting delays to senior management as required.
- Conduct quarterly vehicle and vendor inspections ensuring safety and compliance.
- Manage vehicle handovers and transfers according to policies.
- Organize and facilitate driver training sessions including defensive driving and fuel reconciliation refreshers.
- Handle reporting related to vehicle accidents, emergency maintenance, and fuel usage incidents, escalating issues appropriately.
- Support project staff in fuel budget planning through route plan development.
- Ensure all vehicles and drivers meet Tanzanian legal regulations concerning roadworthiness.
- Report violations or misuse of vehicles and enforce adherence to organizational policies.
- Drive vehicles when drivers are unavailable to support projects.
- Coordinate regular meetings for drivers and lead drivers and ensure vehicles are equipped as per SOPs.
- Manage taxi and ride-share approvals and invoice reviews.
- Oversee the fleet management report analysis for vehicle infractions and collaborate with management on any issues.
- Mentor lead drivers in fuel reconciliation review and approve related documents before formal processing.
- Lead driver/passenger survey collection, analysis, and reporting.
- Collaborate to regularly update transport SOPs and tools based on operational needs.
- Review travel expense reports of drivers and lead drivers.
- Perform additional duties as assigned.
Required Qualifications
- Bachelor’s degree or Advanced Diploma in Automobile or Mechanical Engineering; additional qualification in transport management is preferred.
- 4 to 6 years of supervisory experience in fleet management.
- Valid driving license held for more than 4 years with classes A, C1, C2, C3, D, E, and G.
- Good understanding of local transportation laws, fleet management policies, and safety regulations.
- Knowledgeable of occupational hazards and safety precautions related to transportation.
- Proficient in supervision, training, manpower scheduling, and resolving transportation-related issues.
- Effective English communication skills, both verbal and written.
- Ability to build and maintain productive relationships with various stakeholders.
Preferred Qualifications
- Flexible to work evenings, weekends, and public holidays as needed.
- Strong planning and negotiation skills.
- Computer literate with proficiency in Microsoft Office; experience with fleet management systems is advantageous.
