Civil Manager - Infrastructure and Design Coordination

Role Summary

We are seeking an experienced Civil Manager specialized in infrastructure and design coordination to manage critical relationships and coordination with Saudi Arabian government entities, utility providers, and telecom stakeholders. This role ensures smooth integration of design and infrastructure requirements to secure timely approvals and project execution.

Key Responsibilities

• Oversee and nurture stakeholder relationships with key KSA authorities and utilities such as MoMRA, SEC, NWC, STC, RCRC, Aramco, Civil Defense, and the Ministry of Commerce.
• Lead authority submissions including NOCs and approvals, embedding design compliance and infrastructure standards throughout engagements.
• Manage technical interfaces among stakeholders, design teams, and utility providers, including utility connections, diversions, and protecting infrastructure to meet design specifications.
• Conduct and facilitate design review meetings with relevant stakeholders to integrate infrastructure considerations in approval processes.
• Organize stakeholder meetings and workshops, tracking and ensuring closure of design-related actions and infrastructure requirements.
• Identify and resolve issues with stakeholders that could affect project scope, cost, timeline, or design integrity.
• Coordinate design, planning, commercial, and construction teams to assure design feasibility and adherence to infrastructure standards.
• Maintain comprehensive stakeholder registers, approval trackers, interface logs, and action registers.
• Escalate critical matters and provide regular updates to project leadership regarding design and infrastructure impacts.

Candidate Requirements

• Minimum of 10 years of experience in stakeholder, interface, or infrastructure management focused on infrastructure and design coordination.
• Proven experience collaborating with KSA government authorities and utility providers on infrastructure projects.
• Solid understanding of KSA-specific approval, NOC, and utility coordination procedures related to infrastructure and design.
• Strong background in coordinating between design teams and external stakeholders for infrastructure developments.
• Excellent communication, negotiation, and relationship management abilities.
• Educational background in infrastructure or civil engineering is mandatory.
• Familiarity with design coordination and technical interface management practices is advantageous.
• Proficiency in Arabic is desirable but not mandatory.
