Main Responsibilities

• Coordinate and oversee the preparation and submission of Expressions of Interest (EOIs), prequalification documents, and tender proposals aligned with donor and client specifications across the Asia-Pacific region.
• Ensure all submissions maintain high standards of clarity, consistency, competitiveness, and quality.
• Collaborate with internal teams, external specialists, and consortium partners to gather necessary inputs.
• Assist in composing methodologies, organizational strategies, technical notes, and related proposal materials.
• Work jointly with technical and financial teams to draft preliminary tender budgets.
• Adhere strictly to internal governance, procedural protocols, validation steps, and submission timelines.
• Guarantee thorough review, approval, and validation of all documents prior to submission.
• Maintain and update tools related to business intelligence, project references, expert databases, bid logs, and lessons learned.

Required Profile

• Educational background in engineering, business, international development, political science, or a similar discipline.
• At least two years’ experience preparing proposals for International Financing Institutions (IFIs) such as the ADB, World Bank, EU, EIB, and AFD.
• Solid track record in developing EOIs and comprehensive proposals.
• Understanding of IFIs’ procurement processes and project lifecycle management.
• Experience or familiarity with sectors like infrastructure, environment, water, waste, climate change, or transport is advantageous.
• Fluent in both Khmer and English, with excellent written and verbal communication skills; knowledge of additional languages is a plus.
• Proficient in Microsoft Office applications.
