Job Purpose

This role serves as the guardian of the governance framework and decision-making processes within DevCo Operations. Acting as the central coordination hub for assurance, audit, and compliance activities, the position ensures governance decisions are authorized appropriately, thoroughly documented, traceable, and duly executed.

Key Responsibilities

  • Maintain and enhance the governance framework, operating model, and architecture for DevCo Operations.
  • Coordinate the creation, review, and updates of Delegation of Authority documents, policies, procedures, charters, and Terms of Reference.
  • Provide efficient secretariat services for governance forums that have been sanctioned.
  • Manage decision and action logs, assigning accountability and deadlines to responsible parties.
  • Liaise and coordinate with internal and external audit teams, along with groups managing risk, quality, compliance, and assurance.
  • Support inputs for stage-gate assurance checks and governance assessments.
  • Develop metrics to monitor governance administration and maturity, reporting progress accordingly.
  • Offer structured feedback regarding the functionality of Delegation of Authority processes in operations.

Required Qualifications and Experience

  • A bachelor's degree in business administration, law, finance, engineering, or related disciplines.
  • An overall minimum of 7 years’ professional experience, including at least 4 years focused on corporate governance, committee secretariat support, assurance functions, internal audit, risk and compliance, or governance within a PMO environment.
  • Fluency in spoken and written English is essential; proficiency in Arabic is an advantage.
  • Exceptional skills in formal documentation, particularly in minute-taking and report writing.
  • Proven discretion and confidentiality in managing sensitive commercial information.

  • Expertise in Governance Frameworks and Operating Models.
  • Expert-level capability in Committee Secretariat and Executive Reporting.
  • Advanced skills in Delegation of Authority and Decision Rights Design.
  • Advanced coordination abilities within Assurance, Risk, and Compliance domains.
  • Advanced management of Governance Registers, Records, and Document Control.
