Senior Quantity Surveyor

About the Role

Join Parsons Corporation as a Senior Quantity Surveyor based in Qatar, where you'll manage cost estimation and budgeting for major infrastructure projects. Key Responsibilities

• Ensure all members of the Quantity Surveying team adhere to the company's estimating methodologies, procedures, and best practices.
• Deliver accurate, quality-controlled contract administration services and cost estimates for assigned projects.
• Define project or program scope with a top-down Work Breakdown Structure (WBS) and prepare material quantity takeoffs based on conceptual documents, design drawings, and specifications.
• Develop comprehensive resource cost estimates using project schedules, burden rates, indirect costs, fees, taxes, general condition expenses, and expected profit margins to establish probable project costs.
• Create detailed Basis of Estimate (BOE) narratives outlining methodology, scope, pricing features, escalation, assumptions, and exclusions to clarify cost estimations for clients.
• Evaluate estimates from other providers for adherence to procedures, completeness, accuracy, technical soundness, and best practices.
• Analyze contractual documents and changes to determine scope and schedule implications and provide detailed cost and schedule impact assessments.
• Prepare summarized task and subtask estimates with resource rates and unit costs for situations requiring parametric or order-of-magnitude estimating.
• Define scope and quantities for vendors and subcontractors to secure accurate and competitive pricing for materials, equipment, and services.
• Document all bids and quotations with contractual terms, shipping information, title transfers, and payment conditions.
• Gather, assess, and maintain historical cost data to support current estimating databases and accuracy.
• Provide training and mentorship to Estimators and Associate Estimators in the use of project software, estimating tools, and systems.
• Review subordinate work products to ensure quality, clarity, accuracy, and completeness, and verify inclusion of all contract-required components and costs.

Required Qualifications and Experience

• Bachelor's degree in Quantity Surveying from an internationally recognized accredited university.
• Certification as an MME Quantity Surveyor and registration with Qatar’s MME, or actively pursuing this registration/accreditation.
• Qualification or ongoing accreditation from reputable bodies such as Chartered Status via Australian Institute of Quantity Surveyors (AIQS), Royal Institution of Chartered Surveyors (RICS), or equivalent recognized by the Engineer.
• At least 14 years of post-graduate experience, including a minimum of 10 years working on large infrastructure projects in a similar capacity.
• Proven ability to manage and coordinate complex specialized activities or a moderate-sized Quantity Surveyor team.
• Fluency in English, both written and spoken, with superior technical writing and communication skills.

• Experienced in leading complex technical development in cost estimating and contract administration.
• Proven capability in delivering specialist quantity surveying and commercial services supporting intricate project requirements.
• Ability to undertake complex professional assignments independently, applying specialized principles and advanced judgment.
