About the Role
The Department of Culture and Tourism – Abu Dhabi (DCT Abu Dhabi) is seeking a seasoned professional to lead their Organization Development & Workforce Planning Section. This role involves steering the development and implementation of organizational structures, workforce strategies, and development frameworks designed to support long-term business goals and improve organizational effectiveness.
Key Responsibilities
- Formulate and execute the Organization Development (OD) strategy and operational plans aligned with business priorities and strategic goals.
- Oversee OD projects ensuring timely completion aligned with KPIs and approved plans.
- Engage effectively with various sectors and departments within DCT to pinpoint organizational development requirements.
- Design and implement OD policies, procedures, and tools for operational deployment.
- Lead strategic workforce planning aligned with best practices to ensure future-focused workforce capability aligned with business needs.
- Collaborate across business units to ensure workforce data accuracy and use these insights for workforce prediction and planning.
- Analyze workforce data to recommend ways to increase efficiency and optimize resources in line with strategic objectives.
- Develop DCT’s operating model in partnership with the business sectors, ensuring it accurately reflects activities and improves organizational efficiency.
- Advise various departments on organizational structure alignment with strategy and operating models while identifying opportunities to enhance effectiveness.
- Provide leadership to the section by setting targets, managing performance, motivating staff, and fostering a culture aligned with organizational values and ethics.
- Lead talent development initiatives within the section to ensure availability of skills needed by the business.
- Prepare and recommend section budgets and oversee financial performance ensuring adherence to approved guidelines.
- Manage the implementation and necessary updates of policies, procedures, and controls for all section activities to ensure compliance and service quality.
- Drive continuous improvement initiatives by identifying opportunities to enhance systems, procedures, and sustainability in line with global standards.
Communication and Relationships
- Maintain collaborative working relationships with internal departments and sectors within DCT.
- Liaise with external consultancy firms and government entities like DGE.
Qualifications
- Bachelor’s degree in Human Resources Management, Organizational Psychology, Business Administration or related fields; master's degree preferred.
- Professional certifications such as AIHR, SHRM, or STA in human resources are advantageous.
Experience
- A minimum of 8 to 10 years experience in Organization Development with at least 3 years in a managerial role; consultancy experience is a plus.
Skills

- In-depth knowledge of OD systems.
- Expertise in policy development methods.
- Strong research, analytical, and communication storytelling skills.
- Proficiency in workforce data interpretation and simulation tools.
- Excellent stakeholder management, communication, and negotiation abilities.
- Competency in leading cross-functional teams and fostering consensus.
Minimum education
Bachelor's Degree
