Overview
Gritter Francona is hiring a VA Program Manager to provide senior-level leadership for complex healthcare programs that support the U.S. Department of Veterans Affairs and the Veterans Health Administration. The role centers on planning, coordinating, executing, and overseeing high-visibility initiatives that contribute to VA and VHA priorities, including the Federal Electronic Health Record modernization effort, PACT Act implementation, access improvement work, Ongoing Professional Practice Evaluation, and other enterprise programs as they arise.
This position brings together contract oversight, project management, data analysis, budget support, process improvement, and automation to help ensure programs meet their goals. The Program Manager acts as the main contact point between contractor leadership and VA stakeholders, with responsibility for delivery performance, contract compliance, risk control, quality assurance, and ongoing operational improvement.
Key Responsibilities
- Direct the full lifecycle of complex healthcare programs, from early planning and launch through execution, monitoring, and completion.
- Guide enterprise-level initiatives such as Federal EHR deployment, PACT Act-related work, access enhancement efforts, OPPE, and other VA priorities.
- Oversee contract execution, project timelines, deliverables, staffing plans, and resource distribution across several workstreams.
- Work closely with VA leaders and cross-functional partners to set priorities, address challenges, and drive outcomes.
- Manage governance, risk tracking, performance reporting, and quality assurance activities for the program.
- Lead project management efforts using established methodologies and industry best practices.
- Supervise analytics, performance dashboards, and reporting outputs that support executive-level decisions.
- Assist with budget planning, financial monitoring, and management of budget applications.
- Spot and implement process improvements and automation opportunities that raise efficiency and performance.
- Support organizational change management for clinical, operational, and technology-related implementations.
- Ensure adherence to VA policy, federal regulations, and contract obligations.
- Coach project managers and technical contributors while promoting collaboration across diverse teams.
Requirements
- Master’s degree from an accredited school.
- At least 10 years of progressive experience in healthcare program management aligned with the stated performance work requirements.
- A PMP credential or an equivalent project management certification.
- At least 6 years of experience supporting a large corporation or government organization in a program or project management role.
Preferred Qualifications
- Master’s degree in a healthcare-focused discipline such as Nursing, Healthcare Administration, Public Health, or a related area.
- 6 or more years of experience working within, or providing contract support to, the Veterans Health Administration.
- Background in implementing enterprise clinical or healthcare technology solutions in large healthcare environments.
- Strong knowledge of change management, process improvement, and implementation science methods.
- Relevant certifications such as Prosci Change Management, Lean, Lean Six Sigma Green Belt or Black Belt, or similar credentials.
- Solid technical understanding of healthcare informatics, data analytics, performance measurement, and reporting.
- Experience with enterprise governance, executive reporting, and strategic planning.
- Familiarity with federal healthcare operations, VA policies, and healthcare modernization efforts.
