Job Summary

The HSE Permit Coordinator is responsible for overseeing the entire lifecycle of work permits, from coordination and review to final approval, utilizing the Maximo system. This role ensures that both high-risk and routine contractor activities are meticulously planned, authorized, and managed in strict accordance with safety regulations. Operating from the Permit Office, the coordinator provides essential frontline safety assurance by scrutinizing permit applications, verifying risk assessments, and conducting on-site checks. This position acts as a crucial link between operational efficiency and safety compliance, with the authority to challenge unsafe practices while managing competing demands. Key duties include engaging contractors through toolbox talks, providing guidance, and confirming their competencies to foster robust safe work systems. A proactive approach to site presence, inspections, and clear communication is vital to guarantee that all work is performed safely, compliantly, and without impacting colleagues, guests, or ongoing operations.

Responsibilities

• Oversee the consistent and accurate application of the permit-to-work system across all activities, locations, and contractors, ensuring compliance through thorough approvals in Maximo.
• Review and authorize work permits, meticulously checking risk assessments, method statements, competency certificates, and other supporting documents for adequacy.
• Confirm that all hazards, control measures, and emergency plans are clearly defined and communicated prior to the commencement of work.
• Manage the entire permit lifecycle, including issuance, display, suspension, closure, and archiving, in strict accordance with established procedures to maintain full traceability.
• Conduct regular site inspections to verify adherence to approved permits and implemented control measures, intervening immediately to address any unsafe conditions or non-compliance.
• Issue stop-work notices or improvement directives and escalate critical concerns as needed to effectively mitigate risks and enforce permit requirements.
• Adapt permits based on amended risk assessments when work conditions change, ensuring ongoing safety and compliance.
• Collaborate closely with contractors and supervisory teams to clearly communicate permit expectations and standards, promoting a unified understanding of Permit to Work principles.
• Deliver essential training, including toolbox talks, pre-start briefings, and Permit to Work inductions and refresher courses, to reinforce safe work practices.
• Validate the competencies of contractors and provide training to permit users, issuers, and approvers to cultivate a skilled and safety-conscious workforce.
• Perform Permit to Work inspections and audits as per established schedules, meticulously documenting all findings, actions, and observations.
• Analyze trends in permit data and identify recurring issues to pinpoint areas for process enhancement and contribute to the continuous improvement of permit procedures.
• Contribute to the refinement of Permit to Work procedures, guidelines, and training materials based on audit and inspection outcomes.
• Maintain organized and readily accessible records of all permits, inspections, training sessions, and associated documentation in line with company policies.

Qualifications

• High school diploma or equivalent is required.
• Possession of a NEBOSH General Certificate in Health and Safety is essential.
• A relevant construction safety certification is necessary.
• A minimum of three years of relevant operational work experience is mandatory.
• Fluency in English, both written and spoken, coupled with strong communication and interpersonal skills.
• Demonstrated analytical and problem-solving capabilities.
• Ability to work effectively both independently and as part of a team.
• Additional Health and Safety certifications, such as fire safety training, are advantageous.
• Proven experience in an HSE role, particularly with contractor management, is desirable.
• Previous experience in leadership or supervisory capacities is a plus.
• Experience managing contractors within a permit office setting is beneficial.
• Proficiency in additional languages like Hindi, Bengali, Urdu, or South Indian dialects would be an asset.
