Job Purpose

The Welfare Officer role in a coal mining environment is a mandated position dedicated to nurturing positive labor-management relations. Key duties include grievance management, promoting workplace harmony, overseeing welfare initiatives, and enhancing employee living standards.

Primary Responsibilities

• Facilitate effective communication channels between employees and management to sustain harmonious relations.
• Proactively handle and escalate individual and group grievances to ensure timely rectification.
• Support employees' adaptation to their work setting to foster higher productivity and improved conditions.
• Assist in establishing and managing various welfare and safety committees including Works Committees, Joint Production Committees, Co-operative Societies, and Safety-First and Welfare Committees.
• Provide guidance and encourage active employee participation in welfare and safety programs.
• Support management in administering leave with wages policies; clearly explaining related provisions to employees.
• Ensure employees understand and apply for leave benefits appropriately, managing authorized absences efficiently.
• Advise on welfare provisions covering housing, food, social and recreational amenities, sanitation, and education facilities for employees’ children.
• Oversee welfare activities, including employee education and training, ensuring adherence to legal and organizational standards.
• Recommend and implement strategies to elevate workers’ living conditions and overall welfare.
• Keep detailed records of daily welfare operations and prepare annual welfare reports for submission through the mine manager to the Chief Inspector.
• Maintain compliance with all statutory welfare requirements and drive ongoing enhancement in welfare practices.
• Collaborate with various teams to deploy and optimize digital tools that bolster business goals and operational efficiency.

• Internal: Heads of Departments, Employees
• External: Directorate General of Mines Safety (DGMS), Forest Department, Environmental authorities

Experience and Qualifications

Applicants should hold relevant educational qualifications and possess 12 to 20 years of experience in welfare management or related roles, preferably within the mining sector.
