About the Role

This senior position involves overseeing the preparation and evaluation of comprehensive national and regional master plans related to water and wastewater management. The incumbent will direct five-year project portfolio planning, capital investment programme assessments, and business case reviews. Ensuring alignment of all projects with strategic KPIs and approved master plans is key to the role. The position requires collaboration with government bodies, regional stakeholders, developers, and internal teams to integrate infrastructure needs into future development plans.

Primary Responsibilities

• Take charge of leading and evaluating national and regional water and wastewater master plans.
• Conduct five-year project portfolio planning and establish project prioritization.
• Analyze Capital Investment Plans and review project business cases for approval.
• Verify all planned projects correspond with sanctioned master planning and strategic key performance indicators.
• Engage and coordinate effectively with government agencies, municipalities, developers, and other regional stakeholders.
• Oversee the implementation progress of regional master plans and capital programmes.
• Provide support for GIS data integration along with facilitating knowledge transfer and enhancing strategic planning capabilities.
• Assess infrastructure requirements for major and mega development ventures.

Qualifications and Experience

• Hold a Bachelor’s or Master’s degree in Engineering or Urban Planning.
• Possess at least two decades of professional experience focusing on strategic planning, infrastructure planning, master planning, or management of large-scale development programmes.
• Demonstrate strong knowledge and expertise in water and wastewater master planning methodologies.
• Have significant experience in urban and infrastructure planning, especially within a national or extensive regional context.
• Exhibit excellent stakeholder management capabilities and superior communication skills.
