Job description
Role Overview and Responsibilities
Lead the integration and validation efforts of contractors by overseeing all Test and Commissioning plans and procedures. Direct and manage a team of discipline engineers in preparing and executing commissioning activities at the project location. Take full accountability for ensuring implementation aligns with client requirements and project standards.
Develop, coordinate, and monitor work schedules to guarantee timely completion within project parameters. Collaborate closely with the Systems Engineering team for technical support and control. Communicate effectively with Operators, Civil Defiance, EXPRO, and other involved third parties to satisfy all testing and commissioning demands.
Ensure thoroughness and stakeholder involvement for all testing and commissioning operations, providing necessary approvals. Engage in negotiations with regulatory bodies during public forums held with the client. Initiate and review risk assessments related to testing and commissioning, endorsing mitigation strategies.
Participate in final project inspections and initiate issuance of Contract Completion and Handover Certificates. Manage comprehensive coordination among clients, contractors, vendors, engineering teams, subcontractors, and other entities to ensure smooth commissioning aligned with schedules and contractual obligations.
Review on-site calibration of testing instruments and evaluate contractor-submitted commissioning plans to confirm operational compliance. Produce detailed Testing & Commissioning reports and documentation. Oversee completion of training for maintenance and operational personnel and ensure availability of O&M manuals, spare parts, and as-built drawings.
Stay informed and compliant with Hill International's Quality, Environmental, Safety, and Occupational Health policies and procedures. Fulfill additional duties as assigned by supervisors.
Qualifications and Experience
- Bachelor's degree in engineering or a scientific field.
- At least 20 years of extensive experience in large-scale projects, including a management role in testing and commissioning.
- Comprehensive understanding of construction operations, field engineering disciplines, construction technologies, and site management.
- Demonstrated commitment to implementing zero accident safety philosophies.
- In-depth knowledge of health, safety, and environmental regulations, as well as the Project Construction Environmental Control Plan.
- Strong expertise in water and wastewater treatment works.
