About the Role

Join Parsons Corporation as a Technical Manager specializing in Traffic and Mobility, based in Jeddah, Saudi Arabia. In this leadership position, you will oversee and deliver comprehensive traffic engineering and mobility planning initiatives. Your role involves managing projects throughout their lifecycle—from conceptualization and analysis to design, deployment, and ongoing performance assessment—while ensuring compliance with standards and alignment with clients' goals.

Key Responsibilities

  • Provide technical leadership for traffic and mobility solutions across urban, suburban, and regional transportation networks.
  • Supervise studies involving traffic analysis, capacity planning, levels of service, intersection design, and corridor evaluations.
  • Validate traffic forecasting models, demand predictions, and multimodal transportation plans covering roads, public transit, non-motorized transport, and micromobility options.
  • Ensure projects comply with local traffic regulations, design manuals, and international best practices.
  • Guide and mentor engineers, planners, and analysts within the team.
  • Plan, coordinate, and oversee multiple simultaneous traffic and mobility projects, managing scope, schedules, resource allocation, and budgets.
  • Mitigate project risks, monitor progress, and apply corrective actions to meet timelines and financial targets.
  • Prepare and deliver reports and presentations for management and clients.
  • Lead the design and review of intersection layouts, signalization, traffic control strategies, corridor and roadway improvements, parking, access management, and circulation plans.
  • Implement intelligent transportation systems and traffic management where applicable.
  • Utilize traffic modelling software and interpret their outputs to develop actionable solutions.
  • Support sustainable mobility strategies by promoting public transport, walking, cycling initiatives, and demand management measures.
  • Advise on policies related to traffic management, congestion reduction, and safety enhancements.
  • Integrate land use planning with transport strategy to improve network performance and accessibility.
  • Serve as the chief technical liaison for clients and coordinate with government bodies, consultants, developers, and internal teams for approvals and alignment.
  • Participate in stakeholder engagement activities such as workshops, public consultations, and technical committees.
  • Uphold quality standards, regulatory compliance, and health and safety protocols throughout project execution.
  • Champion quality assurance and control for studies and design deliverables.
  • Drive continuous improvement by identifying innovative methodologies, tools, and workflows.
  • Stay informed on emerging trends related to mobility, smart cities, ITS, and data-driven traffic management.

Required Qualifications and Experience

  • Bachelor’s degree in civil engineering, transportation engineering, or a related discipline.
  • Master’s degree preferred.
  • Over 20 years of professional experience in traffic or mobility engineering roles.
  • Proven expertise managing multi-disciplinary teams and engaging with public authorities and private clients.
  • Experience in large-scale infrastructure, urban development, or smart mobility projects highly valued.
  • Professional registration or certifications such as Chartered Engineer, PE, or equivalent are advantages.

Desired Skills

  • Comprehensive understanding of traffic engineering principles, highway capacity manual methodologies, and geometric design standards.
  • Proficiency with at least one major traffic modelling or simulation software.
  • Familiarity with CAD and GIS tools for design and analysis.
  • Ability to analyze and interpret transportation, land use, and socioeconomic data.
  • Strong analytical skills, attention to detail, and accuracy in work.
