Role Summary

The Supply Chain Coordinator plays a critical role in ensuring smooth and quality delivery of programs by overseeing all supply chain functions such as planning, procurement, inventory management, property and asset management, and fleet logistics. This position reports to the Senior Field Management Coordinator and involves designing, planning, executing, and monitoring supply chain activities at the national level.

Key Responsibilities

• Collaborate with Program and Finance teams to maintain integrated and streamlined operational systems.
• Coordinate with Deputy Director Finance to uphold internal controls while minimizing bureaucracy.
• Guide and oversee field office supply chain teams and managers to standardize operations and adhere to IRC policies.
• Implement targeted training for supply chain staff to enhance necessary skills and knowledge.

Detailed Duties

• Develop consolidated annual procurement plans and country sourcing strategies in partnership with program managers.
• Prepare distribution strategies for closing grants and warehouse supplies.
• Participate actively in all stages of project cycles to address supply chain considerations and ensure effective project delivery.
• Ensure adequate warehouse capacity and staff capacity-building plans aligned with budgets.
• Establish and monitor procurement strategies ensuring compliance with IRC and donor regulations.
• Manage contracting processes, conduct market surveys and analysis, oversee bidding processes, and negotiate for major spend categories.
• Engage proactively with various stakeholders including suppliers, partners, and logistics clusters for coordinated supply efforts.
• Organize training for procurement and tender committees to enhance compliance and efficiency.
• Identify and address fraud or corruption hazards promptly.
• Maintain supply chain reporting and review key performance indicators to drive improvements.
• Supervise inventory by overseeing warehouse site selection, safety, stock level settings, and adherence to procedures for inventory control including pharmaceuticals, cold chain items, buffer stocks, and food commodities.
• Manage all asset-related activities from procurement to maintenance, audits, disposal, and reporting ensuring compliance with IRC and donor standards.
• Oversee vehicle fleet management to ensure operations comply with policies, legal registrations, maintenance schedules, driver assignments, fuel usage, and reporting.
• Conduct compliance risk assessments, strengthen procurement controls, and implement ethical supply chain practices.
• Lead staff recruitment, define roles, set objectives, provide supervision, conduct performance evaluations, and address skill gaps through targeted learning and succession planning.
• Collaborate with health teams on pharmaceutical forecasting, stock management, quality assurance, cold chain practices, and necessary material availability for effective drug handling.
• Supervise construction consultants and engineering activities ensuring proper execution of construction projects within grants.

Additional Information

The Supply Chain Coordinator is a vital member of the country management team and is responsible for ensuring all supply chain activities are executed in alignment with IRC and donor policies, featuring strategic planning and operational integration across multiple offices. Ethical practice, compliance, and efficiency are key focus areas. The coordinator also supports continuous staff development and effective warehouse and fleet management techniques.
