About the Role
Join Parsons Corporation as a Soft Services Manager responsible for managing the daily non-technical operations within a workforce accommodation village in Riyadh. This position demands leadership in contract governance, vendor performance, and resident welfare to maintain a clean, safe, and comfortable living environment for thousands of residents. You will manage and coordinate integrated facility management contractors while ensuring compliance with local and international worker welfare standards.
Key Responsibilities
- Manage contracts and monitor vendor performance to ensure all service level agreements (SLAs) and key performance indicators (KPIs) are met.
- Oversee daily operations of non-technical service lines such as mass catering, housekeeping, laundry, waste management, pest control, and landscaping.
- Control the soft services budget, review vendor invoices, and optimize resource allocation to avoid overspending.
- Lead operational readiness and phased handovers of new accommodation modules or blocks from construction to occupancy.
- Coordinate scalability of services like catering and sanitation across multiple vendors in response to resident population changes.
- Conduct regular inspections of living quarters, food preparation, and communal areas to ensure compliance with municipal and international welfare regulations.
- Collaborate with health, safety, and environment teams to coordinate medical clinic operations, emergency drills, and sanitary controls.
- Establish effective communication channels and resolve resident feedback regarding cleanliness, amenities, and complaints promptly.
- Manage community spaces such as prayer halls and sports zones, overseeing their maintenance and scheduling.
- Work alongside security teams to regulate access, crowd control, and ensure resident safety protocols.
Qualifications and Skills
- Bachelor’s degree in a relevant field is required.
- A minimum of 10 years’ experience in facilities management, with at least 3 years focused on managing large-scale workforce accommodations, remote camps, or densely populated residential settings.
- Certifications in food safety (e.g., HACCP, ServSafe) or professional facilities management credentials (e.g., BIFM, IWFM) are highly advantageous.
- Proven skills in conflict resolution, contractor management, and working effectively within culturally diverse teams.
