Cowater International Inc. is a Canadian management consulting firm known for delivering innovative solutions globally. Having engaged in Ghana for over two decades across various development projects, Cowater is recruiting experienced municipal governance specialists to support 12 metropolitan and municipal assemblies (MMAs) in the Northern, Upper East/West, and Brong Ahafo Regions of Ghana. The objective is to enhance the capacity of MMAs in five critical public financial management areas.

Role Overview - Social Accountability Expert

• Assist organizations, preferably local government entities, in conducting diverse community outreach initiatives.
• Work closely with MMAs or equivalent government levels to improve transparency and facilitate public access to financial information.
• Create performance measurement tools, including Resident’s Satisfaction Surveys, to evaluate effectiveness.
• Collaborate within teams using an iterative, advisory-centric capacity building approach for knowledge transfer.

Key Qualifications and Experience

• Possess a Bachelor's degree in Social Studies, Community Development, or related fields; a Master's degree is preferred.
• Have between 5 to 10 years of experience engaging with civil society, including some at the MMA level.
• Demonstrate proactive approach and strong interpersonal communication skills.
• Exhibit excellent proficiency in English, both written and spoken.

Additional Information

The position's availability depends on a successful project bid and involves significant travel within Ghana.
