About the Role
BAM UK & Ireland's infrastructure division, in partnership with Kier through the KierBAM Joint Venture, is currently executing a redevelopment project within a Royal Navy site in Plymouth. We are looking for an experienced Service Locator responsible for surveying and physically verifying underground utilities in designated work areas using geophysical techniques.
You will mark located services with colour codes indicating type and depth, and manage permit documentation on site ensuring that all personnel comply with established conditions during excavations. Due to the sensitive nature of the site being a high-security military naval base, candidates must undergo BPSS-level security clearance, which can take up to 8 weeks. Only those holding passports from EU, NATO, 5 Eyes, or MISWG member countries, with UK residency for at least five years, will be eligible.
Primary Responsibilities
- Authorize permits for surface break operations and ensure strict adherence to the project’s ground-breaking protocols
- Review and assess task-specific method statements
- Accurately mark all services within designated work zones using approved colour standards
- Communicate service location details and work methodologies to site teams
- Implement a standardized 8-point checklist during team briefings
- Enforce exclusion zones around sensitive services to ensure safety
- Obtain necessary permit approvals with signatures from work teams and the Project Engineer
- Report discrepancies and investigate uncharted services as directed by the BOSC
- Keep service documentation up-to-date, including attaching current SMD CAD drawings
- Maintain service markings throughout the permit duration and perform additional scans as excavation advances
- Ensure no excavation proceeds without a valid permit; support other related tasks as required
Required Qualifications and Skills
- CSCS card required prior to commencing work
- Proficient with electromagnetic locating devices and ground penetrating radar (GPR)
- Well-versed in industry standards for utility detection, including PAS 128 and TSA guidelines
- Hands-on experience with surveying tools such as GPR, CAT, and Genny utility locators
- Strong teamwork and client interaction skills on site
- Knowledge of HSG-47 and GS-6 safety standards
- Ability to efficiently manage multiple tasks and adapt flexibly in dynamic environments
Preferred Experience
- Prior experience working in Nuclear environments is advantageous
- Qualifications at QCF Level 3 or Level 5 in utility mapping are desirable
- At least 2 to 3 years experience conducting utility surveys

Additional Information
This role is based at Devonport Dockyard, Plymouth, on a permanent contract with a weekly working schedule of 42.5 hours. Due to the site's high-security nature, a BPSS-level security clearance will be required, which might take up to 8 weeks to process.
