Job description
Job Purpose
Play an active role in analyzing, studying, and enhancing the governmental revenue legislation framework by reviewing existing and proposed laws, assessing their financial and economic impacts, and preparing related studies, analyses, and recommendations. Monitor relevant legislation projects and updates in collaboration with concerned entities to increase the efficiency of revenue collection and growth, ensuring sustainability. Support financial planning and decision-making in line with the department and Dubai government’s legislation, policies, and strategic directions.
Main Duties and Responsibilities
- Contribute to preparing and developing operational plans and performance indicators for the department, overseeing the execution of initiatives and projects related to revenue legislation to achieve institutional objectives.
- Analyze current and proposed government revenue-related legislation, decisions, and policies, identifying opportunities for development and necessary amendments, while preparing technical opinions and recommendations in coordination with relevant authorities.
- Review and evaluate draft legislation projects from related government entities concerning revenues, assessing their financial and economic effects; track amendments through all phases until final issuance.
- Prepare studies and analyses regarding the financial and economic impacts of new or amended fees and fines; analyze their effects on government revenues and stakeholders; provide recommendations based on policies and approved directions.
- Study and evaluate the impact of federal projects, laws, and decisions related to Dubai government revenues; prepare reports, opinions, and recommendations accordingly.
- Analyze financial and legislative data and indicators tied to revenue development initiatives; identify trends, opportunities, and challenges; propose solutions to improve legislative frameworks and enhance revenue collection and growth.
- Monitor implementation of government revenue projects and legislation; assess effectiveness of procedures and controls; identify gaps and propose measures to improve efficiency and oversight.
- Examine and follow up on processes related to regularizing unregulated government fees; analyze related requirements and data; liaise internally and externally to complete regularization in compliance with approved legislation and policies.
- Produce comparative reports analyzing estimated vs. actual revenues resulting from new or amended legislation; investigate discrepancies and causes; evaluate realization of financial targets and provide appropriate recommendations.
- Research and analyze developments affecting government revenues, including new fees, legislative amendments, and relevant decisions; develop scenarios and estimates illustrating possible impacts on revenues.
- Provide data, analyses, and estimations regarding legislative impacts on revenues to support budget ceiling preparations and improve financial planning accuracy.
- Update and maintain data on government service prices on the designated portal; verify accuracy, completeness, and compliance with approved legislation and decisions; coordinate with relevant parties to address any observations or gaps.
- Analyze available data from the government service pricing portal for use in revenue-related studies; extract trends, indicators, and opportunities supporting revenue development and growth.
- Coordinate with organizational units and relevant government bodies concerning revenue legislation projects; respond to inquiries within the scope of responsibility by providing data, analyses, and technical views.
- Prepare technical reports, studies, and presentations related to revenue legislation projects; document related data, documents, and decisions to support follow-up, analysis, and decision-making.
- Submit periodic reports on progress in revenue legislation projects and tasks; analyze challenges and obstacles; propose appropriate solutions and improvement measures to enhance work efficiency.
- Perform other duties related to the nature of the work as assigned.
Qualifications
- Academic Background: Degree in financial sciences, accounting, or related fields.
- Experience: Minimum 3 years for Bachelor's degree holders in similar fields; 3 years for Master's degree holders.
- Preferred Certifications: Specialized professional certificates such as CMA (Certified Management Accountant) and ACCA Corporate and Business Law (LW).
