Job description
About the Role
Napier City Council is looking for a seasoned Senior Resource Consents Planner to oversee and facilitate superior planning results in managing a broad spectrum of intricate land use and subdivision projects. This position offers the chance to be involved in impactful initiatives, provide expert consultation in planning, and drive development that aligns with Napier’s growth objectives.
Key Responsibilities
- Manage and evaluate complex resource consent applications involving land use and subdivisions from start to completion.
- Prepare detailed planning evaluations, reports, and recommendations adhering to legislative deadlines.
- Act as the Council’s representative in hearings, mediations, and planning discussions, including delivering expert testimony when needed.
- Handle Section 223 and 224 certifications and oversee related legal documentation processes through Landonline systems.
- Offer specialized resource management guidance related to building consents, Land Information Memoranda (LIMs), and various customer inquiries.
- Engage in strategic initiatives including District Plan reviews and collaborative projects that bolster Napier’s developmental planning.
Candidate Profile
- At least five years of relevant experience in planning, resource management, or development roles within local government, consultancy, or similar sectors.
- Deep expertise in processing and assessing complex land use and subdivision consents.
- Comprehensive understanding of the Resource Management Act and its real-world applications.
- Outstanding communication skills with the ability to manage relationships, negotiate, and convey technical advice clearly.
- Excellent organization, capable of balancing multiple priorities and operating effectively under pressure.
- Possession of a tertiary qualification in Planning, Resource Management, or related fields; membership or eligibility for New Zealand Planning Institute (NZPI) is a plus.

Additional Information
This full-time, permanent position is based in Napier, Hawke’s Bay, New Zealand, with an annual salary range from $107,375 to $120,008 including KiwiSaver contributions, depending on experience and skills.
