Senior Project Manager

Job Overview

We are looking for a seasoned Project Manager to oversee the delivery, maintenance, and enhancement of an enterprise Board Management System for a prominent government organization based in Saudi Arabia. This role involves leading multidisciplinary teams, ensuring continuous service delivery, and maintaining strict adherence to government security and compliance standards.

Primary Responsibilities

• Drive the complete lifecycle of the Board Management System including its support, maintenance, upgrades, and align all phases with project goals and client satisfaction.
• Administer managed services operations in accordance with defined SLAs, KPIs, and contractual service commitments.
• Manage processes related to incident, problem, change, release, and configuration to guarantee system stability and ongoing business operations.
• Create and control project plans, timelines, budgets, resource distribution, risk assessments, issue tracking, and dependencies.
• Supervise cross-functional teams comprising Business Analysts, UI/UX Designers, Developers, QA testers, DevOps, and Cybersecurity experts totaling more than 10 staff members.
• Handle system releases, deployments, rollback strategies, and approval protocols within on-premise environments.
• Implement and oversee DevSecOps principles, Secure Software Development Life Cycle (SSDLC), and internal Continuous Integration/Continuous Deployment (CI/CD) processes.
• Manage technical system integrations including Single Sign-On (SSO), email, SMS, notification systems, and electronic signature platforms.
• Ensure strict compliance with requirements from the Saudi National Cybersecurity Authority (NCA), Digital Government Authority (DGA), data privacy policies, and security measures.
• Coordinate penetration testing exercises, vulnerability scans, and mitigation efforts alongside cybersecurity and technical teams.
• Maintain strong client management, stakeholder engagement, vendor liaison, and provide executive-level reports.
• Keep all project documentation up-to-date including RAID logs, service reports, performance metrics dashboards, and continuous improvement strategies.
• Identify risks to operations and champion initiatives aimed at enhancing system uptime, performance, and user experience.

Qualifications and Requirements

• Bachelor's degree in fields such as IT, Computer Science, Business Administration, or related disciplines.
• Over 8 years of professional experience in project management focused on IT managed services, enterprise system delivery, technical support, or application lifecycle enhancement.
• Proven track record of managing complex government, public sector, or large enterprise IT projects within Saudi Arabia is preferred.
• Solid background in supervising diverse technical teams and balancing multiple stakeholder interests.
• Comprehensive knowledge of managed services models, including SLAs, KPIs, as well as incident, problem, change, and release management practices.
• Experience supporting on-premises enterprise infrastructure, orchestrating deployments, using Git, and running CI/CD pipelines.
• Familiar with cybersecurity frameworks such as DevSecOps, SSDLC, vulnerability assessment, and penetration testing.
• Capability in handling API and enterprise service integrations like SSO, email, SMS, notifications, and electronic signatures.
• Awareness and compliance with NCA cybersecurity standards, DGA regulatory requirements, and data privacy laws.
• Expertise in project governance, risk analysis, resource allocation, vendor coordination, and high-level reporting.
• Previous experience with Board Management Systems or committee management tools is an advantage.
• Project Management Professional (PMP) certification is mandatory.
• Excellent communication skills in both written and spoken Arabic and English, along with strong leadership and analytical capabilities.
