Senior / Lead Proposal Engineer

Overview

The Senior / Lead Proposal Engineer is tasked with overseeing and driving the complete preparation of technically and commercially robust proposals for diverse projects including Engineering Consultancy, PMC, FEED, Detailed Engineering, EPCM, and EPC within the Oil & Gas, Energy, Infrastructure, and Industrial industries.

Primary Responsibilities

• Lead the full proposal process from receiving RFQ/RFP/ITT to final submission and handle post-submission clarifications.
• Manage several proposals simultaneously across Engineering Consultancy, FEED, Detailed Engineering, PMC, EPCM, and EPC projects.
• Create Bid Synopsis documents detailing scope, execution strategies, commercial potential, technical risks, assumptions, and key win themes.
• Conduct Bid/No-Bid evaluations and facilitate management decision-making.
• Organize proposal initiation meetings to ensure full stakeholder alignment during the bidding stages.
• Direct preparation of proposals covering Engineering Consultancy, Concept Studies, Pre-FEED, FEED, Detailed Engineering, PMC, EPCM, and EPC services.
• Analyze client tender documentation, engineering scopes, technical specs, schedules, and contractual obligations.
• Coordinate inputs from engineering, project controls, procurement, estimation, commercial, and business development teams.
• Oversee development of engineering man-hour estimates, cost to complete reports, cost breakdowns, and pricing methodologies.
• Assist in composing Estimate Basis Memorandums and commercial bid documentation.
• Evaluate vendor and subcontractor quotes for alignment with technical and commercial requirements.
• Maintain Bid Risk Registers and support formulation of proposal strategies, capture plans, and win plans.
• Ensure adherence to company Tender Governance Procedures and client stipulations.

Qualifications & Experience

• Engineering Bachelor's degree is mandatory.
• At least 10 to 12 years’ experience in areas such as Proposal Engineering, Bid Management, Tendering processes, Estimation, or Commercial Proposal Preparation.
• Demonstrable background in Engineering Consultancy, PMC, FEED, Detailed Engineering, EPCM, or EPC proposal development required.
