Overview
The Senior Institutional Effectiveness Officer (SIEO) leads the Unit of Assessment and Effectiveness under the Office of the Vice-Chancellor for Institutional Planning and Effectiveness (VCIPE). This senior role focuses on fostering a data-driven culture of continuous improvement throughout the university by overseeing assessment activities and ensuring alignment with strategic institutional goals.
Key Responsibilities
- Lead and manage the Unit of Assessment and Effectiveness to meet predefined targets and institutional strategic objectives.
- Review and analyze annual effectiveness reports from all colleges and academic programs, recommending improvements to enhance institutional performance.
- Coordinate the collection, validation, and verification of Outcome-Based Education Framework (OBEF) data from colleges and administrative units, and manage submissions to the Higher Education Database (HEDB).
- Calculate and monitor OBEF KPI scores, track performance trends, identify gaps, and work with departments on corrective actions and follow-up.
- Prepare detailed OBEF reports, executive summaries, and presentations for senior management, committees, colleges, and other stakeholders.
- Conduct and manage surveys relating to OBEF compliance and progress, ensuring follow-through with academic units.
- Maintain organized repositories for OBEF evidence and historic records, ensuring traceability and accessibility of data and supporting documents.
- Provide guidance and support to KPI owners and other units on OBEF standards, data calculations, reporting processes, and updates from the Ministry of Higher Education and Scientific Research (MoHESR).
- Promote a culture of evidence-based assessment and continuous improvement university-wide through guidance and training.
- Develop training programs and professional development sessions for faculty and staff focused on institutional effectiveness methodologies.
- Organize workshops to educate academic departments on assessment best practices and strategies to close feedback loops for quality enhancement.
- Research benchmarking standards and best practices in institutional effectiveness, recommending strategies for adoption within the university.
- Design and deploy feedback mechanisms across academic and administrative units to identify improvement opportunities.
- Develop, implement, and coordinate comprehensive educational outcomes assessment plans aligned with institutional goals.
- Prepare annual and survey reports, corrective action plans, and institutional effectiveness summaries.
- Audit course documentation for all programs, offering actionable recommendations to improve quality.
- Draft timely, accurate responses to Quality Assurance Agency (QAA) and Western Association of Schools and Colleges (WSCUC) reports pertaining to assessment and effectiveness.
- Undertake additional duties as assigned by the Vice-Chancellor for Institutional Planning and Effectiveness.
Qualifications and Experience
- Bachelor’s degree with a minimum of five years’ experience in assessment and effectiveness reporting.
- Proven track record collaborating with senior academic personnel.
- Demonstrated ability to meet strict deadlines under pressure.
Knowledge and Skills
- Comprehensive understanding of institutional assessment practices and continuous improvement methodologies, with a history of applying best practices effectively.
- Expertise in institutional effectiveness strategies and performance enhancement.
- Experience working with MOHESR's Outcome-Based Education Framework (OBEF) KPIs and Corrective Action Plans (CAPs).
- Proficiency in submitting OBEF KPI data to MOHESR via HEDB and API platforms.
- Strong project management and problem-solving skills, capable of taking charge and delivering under tight deadlines.
- Exceptional communication skills, both written and verbal, with experience preparing high-level reports and presentations for senior leaders.
- Excellent interpersonal and influencing abilities, effective across diverse colleagues including senior management.
- Strong organizational skills with the ability to handle multiple projects simultaneously.
- Proficient with IT tools including word processing, data analysis, and database management software.
Working Conditions
- Position is primarily office-based with standard indoor working conditions.
- Minimal physical exertion and negligible exposure to hazards.
- May require availability outside regular hours, including weekends, holidays, and emergency on-call situations.
Supervision
Reports directly to the Vice-Chancellor for Institutional Planning and Effectiveness. The position carries no direct supervisory responsibilities.
