Job Overview
We are seeking a Senior Commercial & Contracts Manager to manage the full commercial and contractual life cycle of General Engineering Consultant (GEC) and construction contracts for significant roads and infrastructure projects in Qatar. This role involves overseeing budgeting, procurement, tendering, contract management, change and claims handling, risk management, payments, and project close-out.
Key Responsibilities
- Manage GEC and construction contracts following PWA procedures, contractual obligations, and Qatar regulations.
- Lead procurement activities through competitive open tenders for construction and consultancy contracts.
- Review and advise on tender documentation, including Invitation to Tender, contractual conditions, scope, pricing details, insurance, and subcontractors.
- Assess preliminary and final project cost estimates and develop independent estimates for prospective works.
- Support preparation and review of tender evaluation reports for approval committees.
- Identify, evaluate, and control commercial and contractual risks during projects.
- Collaboratively resolve contractual and commercial issues among managers, design teams, GECs, contractors, and other stakeholders.
- Administer various contract aspects such as guarantees, personnel, insurance, changes, claims, disputes, penalties, and key performance indicators.
- Oversee change management processes from requests through assessments and issuance of variation orders.
- Handle variations, impact analyses, value engineering proposals, provisional and prime cost sums, and other contract modifications.
- Manage claims including evaluation, negotiation, recommendation, and resolution.
- Maintain commercial communication, notices, and contractor dissatisfaction correspondence.
- Supervise project payments ensuring they comply with contractual and financial guidelines.
- Monitor project budgets, expenditures, commitments, forecasts, and overall commercial performance.
- Ensure compliance with PWA Circulars and update contract practices accordingly.
- Prepare and issue contractual and internal correspondence for PWA.
- Generate commercial reports, dashboards, presentations for PWA management, and routine progress reports.
- Identify and escalate issues affecting project delivery to senior management.
- Lead commercial close-out activities including final accounts, claims resolution, contractual compliance, and documentation completion.
- Mentor and guide junior commercial and contract staff members.
- Perform additional duties as assigned by management.
Stakeholder Collaboration
- Work collaboratively with Commercial Specialists, Area Heads, Senior Project Managers, design and stakeholder teams, and GEC commercial and planning units.
- Coordinate activities with PWA departments such as Engineering Services, Finance, Legal, and other governmental bodies.
- Maintain effective communication with consultants, contractors, suppliers, and other project stakeholders to resolve various commercial and contractual matters.
Qualifications and Experience
- A minimum of 20 years' professional experience in commercial management, contract administration, quantity surveying, or cost management.
- Demonstrated expertise in roads and infrastructure projects is essential.
- Extensive experience handling commercial and contractual administration of large infrastructure projects.
- Proven management of both consultancy/GEC and construction contracts.
- Prior involvement with Qatar Public Works Authority projects is highly advantageous.
- Strong familiarity with PWA procedures, Qatar Government regulations, PWA Conditions of Contract, and Qatar Construction Specifications (QCS) 2014.
- Significant skills in tendering, procurement, estimating, contract variations, claims, change management, and commercial close-out processes.
- Well-versed in managing contractual risks, dispute resolution, and commercial reporting.
- Excellent negotiation, communication, analytical abilities, and stakeholder management skills.
- Leadership qualities with experience mentoring commercial teams.
