Role Overview

We are seeking a Quantity Surveyor to join our Riyadh branch. Reporting to the Project Manager, this role entails overseeing cost management, quantity surveying, and related reporting such as material pricing, labor costs, and other expenses. The Surveyor supports senior management in budget estimation and all commercial aspects to align project delivery with client expectations.

Key Responsibilities

  • Interpret all contractual obligations and liabilities, provide commercial advice, and draft relevant correspondence.
  • Proactively refine processes related to budget estimation, measurement, costing analysis, tender procedures, procurement scheduling, and contract documentation.
  • Lead procurement and tender processes, prepare tender documentation, and participate in contract award evaluations.
  • Manage complete project costing from estimates to final figures, ensuring budget compliance and maintaining reporting systems.
  • Develop and monitor cash flow forecasts, estimations, and cost control mechanisms for internal and client reporting, covering labor, materials, and subcontractor expenses.
  • Identify and mitigate financial and contractual risks through thorough analysis and reports, including project close-out documentation.
  • Prepare contracts, budgets, bills of quantities, and schedules to meet deadlines; anticipate difficulties in milestones or budgets through trend forecasting.
  • Conduct monthly valuations of work in progress, negotiate contract variations, resolve disputes, and manage certification of payments and final accounts while monitoring contract expenditures.
  • Oversee supply chain commercial evaluations, liaise with Contracts Manager, review quotations, and assist in daily project delivery and management tasks.
  • Lead and supervise Quantity Surveyor staff by assigning tasks, setting objectives, and monitoring progress against KPIs.
  • Ensure compliance with Quality and Safety Management Systems, coordinating with engineers and stakeholders via site visits and meetings.

Required Qualifications and Skills

  • Bachelor’s degree in civil or architectural engineering from an internationally recognized university.
  • Minimum of 7 years’ experience in commercial roles focused on large projects; experience in KSA and private sector preferred.
  • Proven expertise in cost management and quantity surveying for large-scale developments; consultant or PMO background on governmental projects is advantageous.
  • Professional accreditation from the Saudi Council of Engineers is mandatory.
  • Solid knowledge of implementation supervision, relevant software tools, and design principles.
  • Strong understanding of inventory, invoicing pricing, commercial practices, construction methods, and materials.
  • Excellent organizational, communication, teamwork, and multitasking abilities.
  • Fluency in English (both written and spoken) required; Arabic language skills are a plus.
