Position Overview
The Quantity Survey Manager will lead the Quantity Surveying function across all company projects, standardizing practices and ensuring consistency in cost estimation, control, and contract administration. This role supervises project QS teams, ensures adherence to company standards, and delivers strategic oversight.
Key Responsibilities
- Lead, supervise, and provide technical guidance to Quantity Surveyors and QS teams on all active projects.
- Develop and implement standardized QS policies, procedures, templates, and best practices throughout the organization.
- Prepare consolidated periodic progress reports reflecting physical and financial status for all projects, comparing actual results with planned targets.
- Coordinate closely with Project Managers and site teams to monitor progress, signal delays early, and promote corrective measures to align with project milestones.
- Highlight project progress and cost risks to senior management, offering actionable recommendations and driving teams to meet or exceed goals.
- Review and validate cost estimates, Bills of Quantities (BOQs), and cost plans from project QS teams before their submission.
- Supervise variation orders, claims, and change management to maintain consistency and uphold commercial integrity across projects.
- Oversee project portfolio cost reporting, providing data to senior executives.
- Conduct routine audits of project QS functions to ensure quality control and preempt issues.
- Serve as the escalation contact for complex commercial and contractual concerns raised by project QS teams.
- Communicate regularly with senior leadership (such as Deputy CEO) regarding cost governance, project progress, and overall commercial performance of the portfolio.
- Champion value engineering and cost optimization efforts across projects.
Required Qualifications
- Bachelor’s degree in Quantity Surveying, Civil Engineering, Construction Management, or an equivalent discipline.
- Professional certification (e.g., RICS, MRICS or an equivalent regional certification) strongly preferred.
- At least 10 years of comprehensive quantity surveying experience, including senior or multi-project oversight roles.
- Proven track record managing and supervising QS teams working on multiple concurrent projects; high-rise or tower project experience is advantageous but not mandatory.
- Proficiency with quantity surveying software and advanced Microsoft Excel skills.
- Fluency in both Arabic and English languages is mandatory.
