Role Overview

The Project Manager position supports a USAF engineering contract by providing comprehensive planning, design review, project and construction management, and various administrative duties. This role specifically backs the Air Force Contract Augmentation Program (AFCAP) at Al Udeid Air Base (AUAB), Doha, Qatar.

Key Responsibilities

  • Lead planning efforts, conduct project design reviews, oversee project and construction management tasks.
  • Assist in developing and maintaining Installation Development Plans (IDP), District Plans, and Component Plans in accordance with DAFI 32-1015 or related guidelines and integrated planning playbooks.
  • Offer site planning support, document current site conditions via the Comprehensive Planning Platform (CPP) as per customer formats.
  • Ensure updates and accuracy of planning datasets within the Installation GeoBase program.
  • Deliver full project management and technical liaison services for projects spanning new construction, renovations, and improvements across diverse facility and infrastructure systems including earthwork, pavements, structures, electrical, HVAC, plumbing, fire suppression and alarms.
  • Review and provide timely, factual feedback on project designs focusing on maintainability, constructability, safety, communications, and facility impact, ensuring no more than one missed deadline monthly.
  • Support design reviews with expert advice from civil, mechanical, and electrical engineering perspectives as needed.
  • Execute construction management to guarantee compliance with regulations, specifications, and best practices across all installation contracts.
  • Monitor ongoing construction via technical guidance, quality assurance, and random testing aligned with project drawings and specifications.
  • Manage and document Requests for Information (RFI) from contractors, facilitate government responses, and maintain detailed electronic logs tracking critical timelines and compliance data.
  • Evaluate contractor submittals and provide informed recommendations.
  • Act as liaison for construction matters between governmental bodies and external contractors, attend project-related meetings and inspections, and assist in resolving conflicts.
  • Oversee, inspect, document, and advise on assigned projects, reporting weekly to Site Manager on project status and progress.
  • Regularly visit construction sites weekly and attend inspections or events related to construction activities.
  • Interpret engineering plans to detect potential problems proactively.
  • Track and report performance against contractual metrics and key indicators consistently.
  • Prepare or deliver formal presentations to clients and management as required.
  • Perform other related duties as assigned within the responsibilities scope.

Minimum Qualifications

  • Possession of Project Management Professional (PMP) certification with at least seven years of project management experience.
  • High school diploma or equivalent mandatory; bachelor’s degree in project management, engineering, construction management, or building science is preferred but not obligatory.
  • Working knowledge of planning principles, project programming, design, management, and related administrative practices.
  • Completion of AFIT WMGT 301 and WMGT 322 courses required, available online or live broadcasts, to be completed at earliest opportunity post-hiring.
  • Must be a United States National (USN) and capable of obtaining and holding a Secret US Government Security Clearance; US citizenship is necessary for clearance.
  • Must possess valid state or international driver’s license and passport.
  • Proficiency in English reading and writing essential.
  • Strong communication, interpersonal skills, and teamwork aptitude in a culturally diverse and dynamic environment.
  • Excellent judgment, advanced problem-solving capabilities, and ability to meet deadlines.
  • Preferably have prior overseas government contracting experience.
